Terms of Reference:

  1. General Background

Libya remains both a destination and transit country for large mixed migration movement flows involving asylum seekers, refugees, and migrants due to its geographical position and porous land borders in the south.

Since the outbreak of the conflict in Sudan, Libya observed increased arrivals of Sudanese refugees to Libya, especially in the East and South of the Country.

With the unfolding situation, under the leadership of UNHCR, the UN and its humanitarian partners launched the Libya chapter of the Regional Refugee Response Plan for 2024, as well as a dedicated coordination mechanism to implement the Plan.

Under the direct supervision of the Head of the Office of the DSRSG/RC/HC, as well as working closely with UNHCR Senior Coordinator in the east and UNHCR Head of Office in Benghazi and the East, the incumbent will facilitate the UN and its humanitarian partners’ access to Libya’s eastern and southern regions, including for Kufra, and liaise and coordinate between UN AFPs and the Libyan authorities on a daily basis.

  1. Purpose and Scope of Assignment

The purpose of this assignment is to coordinate humanitarian/development actors’ access issues with the Libyan authorities in the east.

The Coordination Officer will be responsible primarily for maintaining constructive relationships and effective communication and liaising with the Libyan authorities in the east, in view of improving overall access situation of the UN and its humanitarian partners through a number of duties:

  • Function as the primary focal point for liaising between the UN agencies and its humanitarian partners and the authorities in the east in facilitating day-to-day access issues, including humanitarian/development movements of personnel, shipments, and other events.
  • Systematize the UN agencies and its humanitarian partners’ communication and coordination vis-à-vis the authorities in the east, in close coordination with OCHA/HAT’s Access Officer.
  • Organize and implement capacity-building seminars or training programmes for target groups (i.e.authorities in the east) with the support of UNHCR and the Office of the DSRSG/RC/HC as necessary.
  • Work closely with the UN Refugees Agency (UNHCR) and the UN Country Team (UNCT) on matters to support implementing the Sudanese Refugees Response Plan and secure mutual understanding with the Libyan authorities on ways to implement the operational plan for Kufra and the East.
  • Compile inputs, draft reports, and produce analyses when needed and in close coordination the Office of the DSRSG/RC/HC and UNHCR.
  • Draft talking points, minutes, and notes prior to, during and after DSRSG/RC/HC’s missions to the East.
  1. Qualifications and Experience

Education (Level and area of required and/or preferred education)

Master’s degree in the following fields. Bachelor’s degree will be considered as a qualification, with additional 2 years of relevant experience.

  • Political/Social Science;

  • Medical;
  • Business Administration.
  • or other relevant field

b. Work Experience:

*Essential:
– 5 or more relevant years of experience working for/with government authorities, UN AFPs and/or INGOs with increasing levels of responsibilities.
– Proven track record of facilitating access and/or coordinating humanitarian/ development activities in the eastern and/or southern regions of Libya, in coordination with Libyan authorities.
