Duties and responsibilities:

This is an analytical-type, professional position designed to coordinate various aspects of a project and/or activities in the fulfillment of the mission of its designated Department/Secretariat and is assigned all or part of the following responsibilities.

Within the scope of human resources activities, e.g., recruitment, placement, promotion, extension of appointment, performance evaluation, internships, reports, vacancies, internal communications, job classification reviews, training and development, health and benefits, separation of staff members, etc., the incumbent will also maintain, administer, and provide help desk support to all Human Resources Information Technology Systems.

This role requires highly technical skills, with the ability to translate business requirements into technical requirements to ensure solutions are built to HR expectations.

– Serves as primary liaison between the Department of Information Technology Services (DOITS) and the Department of Human Resources (DHR) as well as the organization’s end-users.

– Serves as Human Resources’ Product Owner (PO) to identify and validate Human Resources (HR) system requirements to ensure successful system implementation.

– Serves as HR’s Product Owner for the new OASCORE Business Modernization Platform by understanding the as-is process workflows while defining through functional/business analysis the to-be state.

– Provide oversight of the integrity of the data used in Human Resources functional activities and contained in the OASCORE Business Modernization Platform configuration, including the deployment of data preparation activities.

– Collaborate with the Human Resources team to provide technical support in in-depth evaluation and recommend improvements of system processes based on policies, instructions, and procedures to address organizational requirements.

– Liaises with internal teams (e.g., developers and Project Managers/owners) and end-users to identify, analyze, validate system requirements, and test the integration of new and current systems.

– Review and analyze special requests or claims from staff members in light of the employee’s history and applicable rules and regulations, recommending appropriate actions or proposing alternative solutions for approval by the supervisor and/or Officer responsible for the section.

– Provide technical support in determining the requirements and translating these into customizations, processes in the OASCORE Business Modernization Platform, and system integrations.

Contribute to complex business projects to enhance the efficiency, continuity, and performance of Human Resources processes.

– As assigned, compile and analyze personnel-related data, special reports, and statistics for dissemination to managers in the General Secretariat to facilitate the decision-making process for HR management, drawing the attention of the Officer responsible for the section on discrepancies and gaps.

– Coordinate the design of comprehensive internal communications and information presentations, fact sheets, and flyers to promote HR activities, innovations, and reforms throughout the Organization and to ensure wide dissemination of new and revised rules and procedures and related guidelines.

– As applicable, monitor the execution of budget account(s).

– Participate in negotiating cost-effective contracts for vendors, service providers, and consultants, preparing contracts for vendors and service providers, and following up on their timely payment.

– As delegated, research issues related to human resources, obtaining background information from international organizations and institutions – as well as participating in working groups, task forces, and special projects, as appropriate.

– Support and participate in various department-specific initiatives and activities and dialogue promotion related to the area of work, including drafting, reviewing, and editing for consistency and language, correspondence, reports, proposals, and joint proposals, budgets, financial reports, work plans, documents, and publications.

– Provide guidance, troubleshoot, and facilitate training for end-users and newcomers on system functionality, processes, and procedures.

– Maintains technical and user manuals for future reference of end users.

– Also, staff members should establish work expectations with the direct supervisor by defining individual annual objectives.

– Perform other related duties as assigned, including replacing and backstopping for others.


Qualifications
:

Education & Experience:

Essential: First University Degree (Bachelor’s) in Human Resources Management, Computer Science, Engineering, Public or Business Administration, Industrial Relations, Psychology, or a related field and 4 years of relevant experience at national or international level OR Advanced University Degree (Master’s) in one of the fields listed above and 2 years of relevant experience.

Solid understanding of project management

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system.

Strong development and analytical skills are required, including a thorough understanding of how to interpret user and business needs and translate them into project requirements.

 

Computer Skills: Ability to effectively work using Microsoft Office (e.g. Outlook, Word, and Excel) and software applicable to the area of work.

Desirable: Experience with Agile (Scrum) development framework, and PowerBI.

Languages:

Essential – Proficient in at least two of the following languages: English, French, Portuguese, and Spanish (read, write and communicate).

Language proficiency examination will be required.

Desirable – Working knowledge of the other two languages.

 

Personal Competencies: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills.

Ability to clearly communicate in the languages required for the post.

Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions.

Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization.

(iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.

Please note that the mandatory retirement age for staff members at the General Secretariat of the OAS is 65.
