JOB DESCRIPTION

Mission and objectives

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Regional Office for Europe and Central Asia (ECARO) was established in Istanbul, Türkiye, at the beginning of 2014.

 

Context
The purpose of this Assignment is to support the ECALearn Task Force and Senior Learning Consultant in the day-to-day management of the ECALearn Initiative. This will require in-depth engagement with the overall approach and methodology of the ECALearn Initiative, with a strong commitment to achieve the objectives by the end of the Assignment. The selected UN Volunteer is expected to work independently and proactively, taking advantage of the unique opportunity this Initiative provides. This is a fantastic opportunity to work on a fast-paced, well-funded Initiative, and contribute to construction of a results-driven feminist learning culture.

Learning and Development (L&D) has been identified as a key priority for personnel in the UN Women Europe and Central Asia (ECA) region through various consultations and staff surveys to ensure corporate and staff success. The main areas identified include digital transformation, climate change, and innovative communication. Additionally, building skills and technical capacities in specific areas such as Women’s Economic Empowerment (WEE), Humanitarian Action/DDR, Results-Based Management (RBM) & Monitoring, leadership and staff management, and operations have been highlighted in a recent internal audit and functional analysis for the ECA regional office (ECARO). Based on this, resources have been set aside to develop a L&D Strategy and Plan for the whole ECA region to be implemented by end of 2025.

The objective of the UN Women ECA Learning and Development Coordinator is to advise the leadership in building a learning culture within UN Women ECA and ensures learning plans – both group and individual – are developed and implemented successfully to enhance team and individual workplace performance, knowledge sharing, and career development of personnel within the timeframe established in line with corporate priorities.

Task description
Under the direct supervision of the Regional Human Resources Business Partner for ECA Region and technical guidance of the ECALearn Consultant, the International UN Volunteer Expert is responsible for implementation of the learning plan of ECA Region. The IUNV will work in close collaboration with senior management team and the ECALearn Taskforce.

The International UN Volunteer Expert will undertake the following tasks:

1. Monitoring and administration of the ECALearn Initiative
• Ensure activities are taking place in line with the roadmap
• Review applications to the ECALearn initiative
• Provide comments and structural feedback on applications
• Continually review the budget and provide regular reports to the ECALearn Task Force and Senior Learning Specialist
• Attend regular Task Force meetings to update on progress, and make adjustments as needed
• Follow up with Country Offices and Regional Office to ensure all activities are completed on time with high quality
• Ensure all administrative procedures are followed correctly by Country Offices and Regional Office
• Support the Senior Learning Consultant to monitor the impact of the ECALearn Initiative in terms of application to work; sharing of knowledge; and contributions to gender equality results

2. Work with the Senior Learning Consultant to maintain the quality of the learning and training
• Review evaluations of all learning opportunities
• Follow up on quality issues
• Draft monthly reports on all learning activities, including summary of evaluation
• Provide recommendations for improvement to Senior Learning Consultant
• Support the Senior Learning Consultant with regular activities to develop a learning culture at UN Women ECA

3. Liaise with internal and external training providers
• Support the development of Terms of Reference for internal and external training providers
• Liaise with training providers over logistical arrangements for training provision
• Support Country Offices to identify appropriate training opportunities and locate service providers
• Maintain a database of relevant training offers for ECA staff and keep this regularly updated – including evaluation reports to indicate quality of different providers

4. Support the different components of the Initiative
• As and when required, provide the necessary support for the four pillars of the Initiative – Existing Trainings; Bespoke Trainings; Individual Career Development; and Training of Trainers
• This may involve liaising with internal and external training providers, providing logistical support for trainings, drafting TORs, and ensuring consideration on inclusion and diversity
• Performs other duties as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org),
• Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Requirements
Required experience
15 years of experience in relevant fields, where minimum 5 years professional work experience at the national and/or international level in learning and capacity development or other relevant programmes.
Skills and experience description
• Project management in the development field, with some level of gender experience
• Experiences in learning and training, ideally on gender training
• Relevant experience in a UN system agency or organization is considered as an asset
• Excellent oral and written skills
• Excellent interpersonal skills; culturally and socially sensitive
• Ability to work effectively in a multicultural team of international and national personnel
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines
• Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System
