Key Responsibilities:
Activity
1.1 Advise program teams on resource integration options to
meet match requirements of grants and on recovery of
indirect and field ministry service costs for grants and private
funding.
1.2 Lead the development of the annual program team operating
budget, monitor actual performance and develop project
projections.
1.3 Review and/or generate financial reports for compliance with
grant and donor requirements.
1.4 Analyse spending trends and provide feedback and analysis to
team leaders and field colleagues on areas with significant over or under spending.
1.5 Prepare close-out documentation at end of funding cycles in
compliance with government regulations.
1.6 Support government and World Vision International audits,
provide required information and facilitate audit
recommendations implementation
2.1 Consult Chief of Party and Deputy Chief of Party on cost allocations, general accounting, internal controls and administrative systems as required
2.2 Implement financial policies in accordance with World Vision Field Financial Manual, Global Fund Rules and Regulations and local financial regulations
2.3 Practice standard financial systems, including implementation of good internal controls, asset monitoring and reconciliation of all funds accounts
2.4 Oversee preparation of financial documents and ledgers
2.5 Assure that all grant policies and regulations are adhered to in the charging of cost Strong compliance to all applicable regulations
3.1 Ensure the development of a staff and SR capacity building plan, through which finance and compliance staff provide direct technical support to support in all aspects of finance, compliance and internal control for SR.
3.2 Monitor closely all SR, to ensure that they evaluate and effectively monitor all SSRs in all aspects of finance, compliance and internal controls and corrective actions where needed are implemented on time.
3.3 Work with Chief of Party to put in place a SR monitoring team, ensuring that programming and financial staff participate in the financial monitoring of the SR, providing timely feedback and support to correct weaknesses detected by internal and external auditors, program staff, LFA and address all escalated issues.
3.4 Assure that cash transactions are well planned, controlled and reported
4.1 Liaise with appropriate partner offices regarding financial and accounting issues
4.2 Develop and maintain good professional networks with the Regional Grant Finance Manager and respective SO Finance officers.
4.3 Work with Regional Grant Finance Manager in large scale (budget over $5 million) proposal design workshops to ensure grant proposal budgets are competitive

Required Professional Experience
1.
At least 5 years of accounting and/or grants management experience
2. Three years Global Funds grant experience
3. At least 2 years’ experience managing staff
4. Experience with government grant regulations and financial reporting requirements
5. Balanced combination of 5 years Business Management experience in INGOs
Required Education,

Master’s degree in Accounting, Finance, Management or related field like international business management
CPA or other professional accreditation equivalent
Language Requirements
Fluency in French and English (written and spoken)
