JOB DESCRIPTION

POSITION PROFILE

Under the direct supervision of the Head of Programme (HoP), the Programme Manager is responsible for all aspects of project cycle and quality implementation of the project activities. This includes designing, planning, implementation, reporting, staffing, workplans, budget management, procurement and monitoring and evaluation. S/he will directly line manage all project, sectors/sub sectors managers the Protection, GBV, Site management support (SMS), Economic Recovery. This role will also engage closely with the Head of Programme, Technical Coordinators, Programme Development and Quality (PDQ) Manager, Sector leads and Support Service team in developing new proposals and designing new projects as required ensuring timely and smooth coordination between programs and other support departments. The Programme Manager will also oversee the local government liaison elements of the office and ensure quality program performance aligning with government requirements, technical and program management standards.

DUTIES & RESPONSIBILITIES

Programme Development and Strategy

Contribute to and/or lead (as requested) on the development of concept papers, budgets and proposals with support from Grants unit, Technical Coordinators and Project Managers.
Provide regular analysis on the context and humanitarian situation for the development of project proposals.
Support the evaluation, documentation and communication of learning within the organization and seek to share that learning with key stakeholders.
Along with Technical Coordinators and Sector Managers, and where required, support the development of sector strategies in line with country sector strategies.
Responsible for supporting the development and rolling out/implementing programmatic policies, processes and standards within respective areas.
Deliver inputs to program strategy and identify opportunities for new projects or longer-term programming in existing or new project locations.
Programme Management and Quality Assurance

Enabling and overseeing effective, efficient and timely implementation of all projects according to agreed contracts, budgets, policies and in accordance with specific donor requirements.
Ensure project implementation plans, and budget monitoring tools and plans are up to date, according to DRC Project Cycle Management guidance and minimum standards.
Lead on project level grants opening, project closure and monthly program performance meetings for all sector programs, with support from the PDQ team.
Develop and modify/adapt program management tools as needed.
Ensure financial management of all programs budget, ensuring budget forecast, reviews and procurement plans are integrated at each of program cycle management phase.
Implement and oversee the DRC administrative guidelines and policies, safety and security procedures, logistics support and other tasks.
Regular coordination with Technical Coordinators to ensure implementation of technical approaches for quality programming.
Ensure that the programme remains appropriate to the political, social, economic, environmental and cultural context. This includes the ability to analyze the context and make programme decisions accordingly (covering security, operational objectives and approaches, resourcing, and co-ordination).
Provide oversight of all programming in Cox’s Bazar in compliance with core protection principles, donor financial guidelines and policies and best practices, while upholding project cycle management standards.
People Management

Provide management, technical, capacity-building and programme management support to line reports (including development, people planning, performance, well-being and development), ensuring inter-department co-ordination and collaboration between the sectors.
Provide clear guidance and support and ensure workplans, policies and requirements are properly communicated to all program staff.
Assess capacity gaps and training needs, and work with program teams on capacity development plans.
Monitoring, Evaluation, Accountability, Learning

Support the MEAL team in developing and managing MEAL plans, and monitoring and evaluations tools and indicators.
Ensure quality control processes and tools are developed ensuring technical and performance quality standards are upheld.
Accountable for the development of monthly, quarterly and final donors reports with support from Grants and Sector Managers/Coordinators. These would usually be prepared at sectoral level by Project Managers, with the Programme Manager’s role being consolidation, coherence and ensuring the project report is completed on time and to a high level of quality.
Ensure programs’ records are up to date and are in line with donors’ retention policies.
Ensure that relevant beneficiary data is collected, compiled, analyzed and distributed and that data protection and information security are maintained.
Representation, Coordination and Reporting

Represent DRC in relevant fora/meetings in order to strengthen DRC’s position and to gain a deeper understanding of the context, fostering relationships with local government authorities and other relevant stakeholders.
Increase the visibility and credibility of DRC’s programmme by maintaining close relations with all relevant stakeholders including other international organizations, UN agencies, Donors and others.
As requested, represent DRC in donor meetings and visits and other coordination meetings ensuring that advocacy messaging efforts are in-line with the overall advocacy strategy.
Safety

Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
Additional responsibilities include ensuring team members’ safety while they perform duties on behalf of the organization. As a manager, position holder needs to be proactive, take highest level of precautions at their disposal for safety and seek support from the safety team or even senior management team if deemed necessary.
SKILLS AND EXPERIENCES

Minimum 5 years’ programme management experience overseeing multi-sector, multi-donor humanitarian and development programmes in complex and volatile environments.
Strong leadership skills and demonstrated competence in people and change management.
At least 5 years’ experience in people management.
Practical and extensive knowledge on project, budget, human resources and relations management.
Substantial work experience in the areas of emergency preparedness and response, protection including Child Protection and GBV, camp management, shelter and site development, food security and livelihoods, Climate and environment especially with displaced/refugees and host communities.
Experience with effectively coordinating with national partners, local/government authorities, NGO partners, UN agencies and other relevant stakeholders.
Proven leadership skills and competence in people management.
Experience with relevant donors, e.g. ECHO, FCDO, Danida, Sida, and UNs (UNHCR, IOM, UNICEF, FAO, WFP) funding.
Proven excellent communication and report writing skills.
Full professional proficiency in English.
EDUCATIONAL QUALIFICATIONS

Master’s degree in Agriculture, Disaster Risk Reduction, Humanitarian Field, International Development, Economics or other relevant field with at least five years of relevant professional experience.
LANGUAGES

Full professional proficiency in English.
