JOB DESCRIPTION

SUMMARY
The place of work will be Spain, in an office established solely to support the NSPA infrastructure projects in
Spain. The initial place of work will be remote/teleworking until a suitable office location is identified and
established, at which point the place of work will become the office. Possible locations for the office include, but
are not limited to, Madrid and Seville. Occasional Travel on Duty to Luxembourg, within Spain, or other European
locations may be required to support the Project Officer(s) at specific meetings. The consultant is responsible to
the Branch Chief, or delegated representative for performing/executing their duties. More precisely, the consultant
is responsible for performing/executing the following tasks:

MAIN DELIVERABLES/SCOPE OF WORK
 Assist in the preparation, drafting, verification and dissemination of project documents in coordination with
the Project Officer, and relevant addressees.
 Assist in the preparation of contractual documents and creation of purchase requests, supplemental
agreements and outline agreements.
 Assist in reviewing contractor invoices and supporting documents required for certification.
 Assist project officers in following-up and reporting on project milestones and project implementation.
 Prepare correspondence, presentations, reports, database queries and statistics as required using modern
automation equipment and software.
 Assist the Project Officer(s) to manage the portfolio of projects in accordance with Project Management best
practice during each phase of project cycle from start-up to closure.
 Liaison, in support of the Project Officer(s), with stakeholders and contractors, and in particular the Spanish
Authorities such as The Ministry of Defence at Headquarters and Regional Offices.
 Assist in the tracking of project budgets and expenditure.
 Assist in the tracking and reporting of project status and in the updating of schedules using Microsoft Project
 Translation of documents (Spanish to English) and vice versa.
 Maintain and order office equipment and office supplies.
 Required to undertake deployments, including duty travel, in direct support of NAC-approved
operations/missions.

1 Shall not normally exceed a period of 3 consecutive months and shall under no circumstance exceed 12 consecutive months.

 Assisting the Project Officer(s) at meetings where interpretation of Spanish may be required.
 Executing other related tasks as required in peacetime and any other appropriate tasks assigned in times
of crisis or war.
 Represents NSPA in the field to the customer, but do not commit NSPA without specific input from
Capellen to anything that will change the scope of works, increase the cost of the works, or extend the
contract completion date.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE
 Bachelor Degree from an accredited post-secondary institution.
 Experience in administration, preferably in support of project management activities.
 Ability to communicate clearly and effectively, both orally and in writing, in technical and non-technical
areas with technicians and non-technical managers of multi-disciplinary teams (including consultants),
dealing with complex, inter-related projects, in Spanish and English.
 Previous experience of working in, and/or liaison with, Ministries of Defence/Military Headquarters, or
other, Government Department, preferably in Spain.
 High level of competency in the use of software such as MS Word, Excel and PowerPoint.
 Demonstrated ability to deal with budget and administrative documents and proven proficiency in
administrative writing.
 Ability to carry out computations associated with normal financial and budgetary practices, using modern
office automation equipment and software.
 Strong ability to analyse work requirements related to the various projects and to memorize related
information and details.
 Experience in translation of Spanish to English and vice versa.
 Valid drivers’ license (category B).
 The incumbent must hold, or be able to obtain, a valid “NATO SECRET” security clearance

LANGUAGE QUALIFICATIONS
 NATO’s two official languages are English and French. The work of this consultancy is mainly conducted in
English, therefore fluency in that language is essential and beginner knowledge of French is desirable.
 The work of this post is in Spain; therefore, a professional working level knowledge of Spanish is essential.
