11. STATEMENT OF DUTIES
1. General Statement of Purpose of the Contract
USAID/Egypt’s Office of Democracy and Governance (ODG) manages programming in
economic governance and anti-corruption, rule of law, and human rights, with a focus on
combating gender-based violence and trafficking in persons. The office is currently staffed
with a team of ten development professionals who are responsible for a large and complex
portfolio focused on increasing accountability and efficiency of public institutions and
reducing barriers to economic and social participation for women and marginalized
communities.
2. Statement of Duties to be Performed
Program Support & Communications Specialist is an integral part of the ODG team and assists
in a wide range of activities, including:
A. Activity design, implementation and monitoring (60%)
Coordinates or participates in reviewing proposals, scopes of work (SOW) and program
descriptions (PD). May serve as Agreement Officer’s Representative (AOR) and Contracting
Officer’s Representative (COR) for ODG activities. Coordinates and participates in program
implementation and monitoring and evaluation of performance. Drafts reports, SOWs, PDs,
and activity descriptions. Leads or participates in development of activity budgets. Leads or
participates in formulating, coordinating, and managing strategy, policies, concepts,
procedures, guidelines, and models. May serve on ODG and mission-wide Technical
Evaluation Committees. Leads or participates in activity program and evaluation design.
Identifies, collects and analyzes data to inform program design and evaluations.
B. Communication (40%)
Leads preparation of briefers and other communication products for internal and external
audiences. Edits and proofreads memos and documents. Coordinates with USAID/Egypt
technical and support offices to develop communication materials; facilitates meetings;
conducts presentations to internal and external audiences. Ensures appropriate clearance of
ODG internal and external documents according to USAID/Egypt mission orders. Coordinates
ODG social media presence and material. Prepares and contributes to speeches for USG
officials. Represents ODG in meetings and forums including USAID internal meetings, USG
meetings as well as external meetings.
C. Performs other duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
All candidates must meet the Minimum Qualifications. Applications will be screened

1) Education: BA in international relations or international development, social
sciences (i.e. anthropology, conflict resolution, economics, gender studies, history,
law, middle east regional studies, political science, public policy, sociology),
communications, management or related field is required.
2) Prior Work Experience: A minimum of five years of progressively responsible
experience in communications or international development is required.
