JOB DESCRIPTION

 

Purpose of the position:

The Strategic Information Manager will be responsible for the effective tracking and timely reporting of project-level data using reliable and secure Monitoring and evaluation systems for the Likusasa Ngeletfu Project.

The SI Manager will provide technical oversight to the SI Coordinators, and work alongside the Systems Developer to ensure watertight systems are used and oversight is provided to the community cadre for effective data collection and reviews. S/he will also be responsible for data quality reviews including data reflections providing strategic guidance to project teams and sharing data quality findings with the Strategic Information Lead. The SI Manager will ensure quality reports are submitted to stakeholders, and ensure formulation of quality presentations for reporting project updates and donor engagements.

Major Responsibilities:

1.

M&E systems

  • Develop and strengthen monitoring, verification and evaluation standard operating procedures and systems.
  • Ensure availability and consistent use of correct data collection tools among team members for program monitoring
  • Develop M&E plan and ensure periodic review and update of the plan
  • Maintain up-to-date project database and regular (weekly) data backup system and ensure archiving of project information.
  • Provide support to coordinators in establishing and maintaining a systematic paper-based record management for source documents and management of the data room.
  • Maintain data flow and report flow maps including ensuring that the team understands and complies to the data and reporting flow maps and deadlines.
  • Establish and maintain knowledge management systems including documentation of evidence-based practices and lessons learned from implementation.
  • Manage the collection of data from project sites and weekly submission of data sources for verification and data entry purposes
  • Manage the process of reporting, for timely sharing of project results, development of monthly, quarterly and annual, and ad-hoc project reports.

Data quality management

  • Provide detailed Data Quality reports indicating weekly data verification results and spot-checks for data quality assurance and address data quality issues with coordinators as they emerge
  • Managing the rollout of the Data-quality SOP.
  • Training and mentoring SI Coordinators, Program officers and community cadre on data collection and data quality.
  • Conduct internal periodic data quality audits or assessments and support external data quality assessments by donors / Government
  • Developing a Data Quality Management Plan
  • Training and mentoring of data collectors at the community level on data quality management standards
  • Develop and ensure compliance with data quality management SOPs
  • Manage the integration of technology for improving monitoring and evaluation processes including use of mobile technology for data collection and GIS mapping.

3.

Program monitoring

  • Identify and track key performance indicators and benchmarks for effective monitoring of programs.
  • Identifying data quality threats and ensuring alignment with the Data Quality Protection Act.
  • Provide feedback to the SI Lead on the effectiveness of project strategies and activities;
  • Collect, aggregate, and analyze program data for monthly, quarterly, semi-annually, and annual progress reports on all project activities;
  • Participate in project reviews and project planning.
  • Actively participate in the compilation of high-quality progress reports in close collaboration with the Program Manager
  • Training coordinators and staff on the use of data collection tools and interpretation of indicator protocols
  • Training and mentoring of the program team on data collection tools and M&E standards
  • Track priority subpopulations including Children and Adolescents living with HIV (C/ALHIV), HIV-exposed infants, and other vulnerable populations.

4.

Program Evaluation

  • Provide support to the external evaluation team and processes
  • Facilitate the organizational learning from evaluation processes and results
  • Lead the analysis and utilization of secondary quantitative and qualitative data to inform the program
  • Use GIS tools to demonstrate program-level data.
  • Attend ME stakeholders’ meetings at both regional level and national level to support new initiatives by both the partnership and stakeholders on M&E.
  • Network and coordinate with all stakeholders at regional level to support new initiatives by both the organization and stakeholders on M&E

 

Qualifications: Education/Knowledge/Technical Skills and Experience

 

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: A Bachelor of Arts in social sciences/ Information Technology, with a major in statistics, demography, or informatics, or a related field, a Bachelor’s degree in Health/IT is an added advantage.A Degree in Public Health is an added advantage
  • Experience: Must have Experience in monitoring and evaluation of health, and HIV projects
  • Experience in working in WVE and understanding WVE systems is an added advantage
  • Proficiency in health-related clinical and or community-based information systems.
  • Preferred: Bachelor’s Degree in IT/Informatics or Social Science
  • Technical Skills & Abilities:
  • Must Ability to use Microsoft programs including Word, Excel, Access and statistical analytical packages including PowerBi, ArcGIS/QGIS, Tableau
    • Must be fluent in English, both written and spoken.Must be committed to the transfer of knowledge to those working with communities.
    • Experience in representing the organization in different forums or platforms and technical teams
    • Experience in data quality audits and conducting of surveys and utilization of survey tools
  • Experience in report writing and reviews, with excellent presentation skills
  • A minimum of 5 years of work experience in Health programs, with demonstrated experience in Monitoring and evaluating Health programs
  • Experience in the Development of electronic data collection tools.
  • Demonstrated experience in the health sector, and ability to manage multiple and diverse teams in different locations.
  • Experience in engaging stakeholders at different levels, including Ministry of Health and other implementing partners.
