JOB DESCRIPTION

 

SCOPE OF WORK

The Knowledge and Information Management (KIM) consultant reports to the Emergency Manager and has a direct link with the Emergency Technical Team (ETT), receiving technical guidance from the Humanitarian Affairs Officer and support from the Research, Monitoring, and Evaluation team in Brasília.

The KIM consultant provides technical support in information management, data visualization and knowledge management for UNICEF to make evidence-based and strategic decisions.

He/she works closely with other team members (national and local) and partners to capture, organize, share, and use knowledge for improved organizational performance towards development and humanitarian results for children.

In particular, the KIM is responsible for:

  1. gathering data on the scale, scope, and coverage of the emergency responses;
  2. analyzing assessments data on the needs of affected populations, and timely sharing information with programme areas;
  3. identify trends and key gaps in needs and response;
  4. support reporting with up-to-date data and overall figures.

Three travels are expected to happen:

one to Brasília and two to Boa Vista, including Pacaraima, to give capacity building sessions on the tools developed and give support on CMAPS Evaluation.

 

DELIVERABLES

Result 1:  Knowledge management

Activities:

  • Support the development of Knowledge Management tools to document and visualize knowledge developed within the emergency context, especially in migration response, also considering Indigenous contexts and other emergencies;
  • Support UNICEF personnel in quality assurance and clearances prior to dissemination;
  • Work closely and collaboratively with UNICEF personnel to ensure the usage of acquired knowledge to improve programme performance, including evaluations.
  • Document all steps taken, the Humanitarian Performance Monitoring System (HPMS) configuration, as well as other systems developed, including access information, passwords and all necessary data for allowing further refactoring.

Result 2: Information Management

Activities:

  • Provide clear and concise data visualization products (maps, dashboards, infographics) to UNICEF and partners;
  • Support UNICEF with situation analysis on the Venezuelan migration and other emergency related contexts in Brazil, in accordance with official data sources, including information disaggregation by age, gender, ethnicity, disabilities, and vulnerabilities;
  • Develop and maintain catalogues of Information Management products, including maps and assessments;
  • Participate in local and national Information Management Working Groups and internal section meetings;
  • Respond to data visualization requests, in accordance with the Emergency Manager, including delivery of products to support advocacy and resource mobilization efforts, related to any emergencies and humanitarian-development nexus initiatives.

Result 3: Reporting support

Activities:

  • Support the development of effective methods and platforms to standardize and share information in accordance with UNICEF guidelines;
  • Maintain a frequent communication schedule with management;
  • Support timely information analysis for the preparation of progress reports;
  • Support the preparation of donor reports.

DURATION OF CONTRACT

TRAVEL PLAN

Three travels are expected to happen: one week to Brasília and two sets of one week to Boa Vista, including a visit to Pacaraima, to be part of meetings, give support to CMAPS evaluation and give capacity building sessions on the tools developed.

MINIMUM QUALIFICATIONS REQUIREMENT

  • A university degree in one of the following fields is required: Statistics, Business Administration, Political Science, International Relations, Social Sciences, Anthropology, Sociology, Geography or another relevant field;
  • A minimum of two years of professional experience in information management, humanitarian action or disaster preparedness is required.

Additional years of experience is an asset;

  • Relevant experience in programme development in human rights in Emergency related areas in a UN system agency or organization;
  • Experience with Indigenous organizations and work in Indigenous communities is a strong asset;
  • Excellent communication, team work and coordination skills, including the capacity to deliver results with tight deadlines;
  • Experience in both development and humanitarian contexts is an added advantage;

 

LANGUAGE PROFICIENCY

Fluency in Portuguese and English is required.

Working knowledge of Spanish will be considered as an asset.
