JOB DESCRIPTION

SUMMARY
The incumbent is responsible to the Programme Manager, through the Principal Officer, for providing technical
and operational support to all NGRC acquisition activities during the Concept Stage and beyond. More
precisely, the incumbent is responsible for performing the following functions:

RESPONSIBILITIES

General Responsibilities
 Managing and performing the acquisition activities related to the allocated technical or operational
perimeter of the post.
 Identifying, assessing, and applying the relevant regulations, norms, standards and guidance applicable to
the allocated technical or operational perimeter.
 Maintaining good collaboration with all areas of the Programme Office team to ensure efficient coordination
of activities, in particular with the ILS activities for transversal topics.
 Contributing to programme coordination and management activities, including maintenance of project
master schedules.
 Performing project management functions for designated projects, including schedule, resource, risks,
quality and performance planning aspects, as well as administrative coordination and technical direction of
the project activities.
 Participating in meetings, conferences and technical or expert Working Groups (WGs) as required. Acting
as chair or secretary of any such meetings or working groups as required.
 Performing Travel on Duty (TDY) as required in accordance with the applicable NATO Civilian Personnel
Regulations (NCPR).
 Contributing to development of the NSPA acquisition pillar through establishing best practices and sharing
knowledge and experience.
 Performing other related functions as required in peacetime and any other appropriate functions assigned
in times of crisis or war.
 In the event of crisis or war the incumbent will, subject to the agreement of their national authorities, remain
in the service of the Agency.

Specific Responsibilities
 Providing technical or operational military rotorcraft expertise to all aspects of the NGRC programme and
acquisition activities, according to the allocated technical perimeter of the post.
 Assessing and evaluating Industry proposals and contract deliverables, and contributing to the negotiation
of technical aspects of contracts as required.
 Managing contractor or supplier performance, and assessing the quality and technical content of contract
deliverables.
 Monitoring the execution of NGRC Concept Studies and acting as primary technical focal point.
 Evaluating and quantifying the outcomes of NGRC Concept Studies to support the preparation of
recommendations to NGRC Participating Nations.

 Supporting the preparation of the technical baseline for next stages of the NGRC Programme, including
Concept Design and Development Stage activities, in relation to the required NGRC technical and
operational performance.
 Contributing to the development of technical, operational and supportability requirements and
specifications, with due consideration of the Participating Nations inputs, needs and constraints.
 Contributing to the development of design validation, certification and qualification criteria, and definition of
production and support criteria.
 Contributing to the estimation and assessment of life cycle costs in the allocated technical perimeter.

QUALIFICATIONS
General Qualifications
 University degree in an aeronautical engineering domain or closely related discipline, or relevant
professional experience.
 At least five years of experience in defence acquisition programmes, research and development, or
capability development environments.
 Ability to cooperate with international military and civilian staff at various levels of seniority.
 Ability to efficiently participate in large international meetings.
 Ability to facilitate/present persuasively and negotiate effectively to achieve desired outcomes.
 Ability to manage time and work effectively under pressure while producing quality products under short
notice deadlines.
 Sound digital literacy with experience in using office automation systems and software applications, e.g.
Microsoft Office Suite (Word, Excel, and PowerPoint). Experience using MS Project would be an
advantage.

Specific Qualifications
 Experience in major or complex defence acquisition programmes, ideally including concept and
development stage activities.
 Technical experience in aircraft engineering, maintenance, or operating military aerospace platforms and
systems, and preferably military rotorcraft domain.
 Technical knowledge of either air vehicle systems, mission systems, open systems architectures, or digital
engineering methods and approaches.

LANGUAGE QUALIFICATIONS
 NATO’s two official languages are English and French. The work of this post is mainly conducted in
English, therefore fluency in that language is essential and working knowledge of French is desirable.

DESIRABLE QUALIFICATIONS
 Knowledge of qualification and certification process and procedures for military aircraft, and preferably
military rotorcraft.
 Familiarity with IBM Engineering Requirements Management (DOORS), JIRA or other engineering
requirements software.
 A recognised Project Management Certification (e.g. PRINCE 2® Practitioner or PMP®) would be an asset.
