JOB DESCRIPTION

Your Role
As an Associate Real Estate Management Coordinator, you will: provide support to the Field Office Support Team in the planning and implementation of budget relating to the field office projects and initiatives centrally managed by the department. Focus will be on administering capital expenditure budget, disbursement, and contracts administration, while ensuring accuracy through conducting reconciliation of data from different systems available.

  • Consolidate and monitor the capital expenditure budget requirements of field offices relating to major facilities projects following established guidelines and procedures and coordinate these with the department’s budget focal.
  • Analyze financial status and cash flow for disbursement planning of the centrally managed CAPEX projects for field offices with respect to approved budget, commitments, disbursements and utilization; ensure actual payments processed and reconcile with the budget reporting requirements of the department.
  • Conduct forecasting analysis of the budgetary requirements and ensure targets are met through diligent monitoring of requisitions, invoices, deliveries and close coordination with the concerned field office staff, project team, and department’s budget focal.

  • Verify Request for Procurement (RPs) in Coupa in relation to budget allocations and coordinate with concerned staff.
  • Review and evaluate all requests for payments (RFPs), requests for purchase (RPs), and other claims by contractors and consultants for all on-going capital expenditure projects; and monitor the status of procurement and payment transactions
  • Assist project managers in (i) contract monitoring for compliance with all contract provisions and in clarifying claims/queries of contractors; (ii) preparing comprehensive pre-qualifications and bid documents and work performance statements in accordance with ADB’s established policy and guidelines; (iii) monitoring and documenting work progress of all projects, in accordance with the contract requirements and in coordination with project managers concerned; and (iv) preparing project completion reports
  • Maintain budget files and records, statistics, and related documents; formulate computerized system to cross-check budget data; input budget entries and request for payment (RFP) in Oracle and Coupa; prepare, maintain, and implement reclassification of accounts, whenever necessary.Conduct reconciliation of data from different systems available (i.e. BMCS, Coupa, Oracle, CMS) to ensure accuracy of figures.
  • Manage the supervisor(s)’s schedule and ensure that appropriate arrangements are made for meetings, travels, accommodation, and events including preparation of mission authorization requests, and travel request and authorization.

Qualifications

You will need:

  • Bachelor’s degree in Accounting, Management, Administration, Economics or related field.A Certified Public Accountant is preferred.
  • Minimum of 5 years relevant professional experience in budget, accounting and work planning.
  • In-depth knowledge and experience in budget planning and monitoring, budget process analysis and documentation.
  • In-depth knowledge of policies, guidelines, and procedures in budget, cost analysis, and auditing used by international organizations or similar institutions is preferred.
  • Working knowledge in accounting policies, principles, and budget control.
  • Strong analytical, problem solving, and interpersonal skills, with ability to liaise effectively with internal and external clients.
  • Working knowledge of standard and ADB-adopted computer applications (Office 365, Sharepoint, etc.) and familiar with existing database management systems and data analysis tools (Oracle ERP and other database applications)
  • Excellent written and verbal communication skills in English.
