JOB DESCRIPTION

 

ROLE PURPOSE:

The Food Security and Livelihoods (FSL) Officer will be based in East area office as a member of the Food Security and livelihood team, the FSL officer will ensure and monitor the implementation of Livelihood activities in the Bekaa area and ensure that humanitarian needs are identified and addressed on an ongoing basis.

The FSL officer will ensure that the implementation plan is set and that activities are implemented in line with the plan and are of a high technical quality, that monitoring is conducted on time, that reporting is high-quality, timely, and reflects actual figures from the field, and that the programme implementation is continually assessed, critical path identified, and Contingency solutions quickly put in place for any changes in context.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g.

once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:

Programme implementation/management

  • Prepare work plans, monitor, and follow up;
  • Contribute to data entry, collection, and analysis, as needed;
  • Organize and conduct trainings for all programme beneficiaries;
  • Contribute to tools’ development for proper implementation of programmes (such as MOUs, FGDs, PDMs…etc.);
  • Coordinate with logistics to follow up on procurements within the procurement plan to ensure efficient implementation.
  • Follow up and monitor the implementing partner’s activities.
  • Prepare cash transfer documents and follow up with the cash recipients.

Team management and capacity building

  • As line manager, train and coach FSL assistants to support in their skills development and career growth.
  • Provide technical support and trainings for the partner staff.

External relationships/Representation:

  • Act as a liaison between communities and the Save the Children office.
  • Maintain good relationships with beneficiaries and local leaders/authorities; and represent Save the Children while in the field.
  • Follow up with the implementing partner by making sure all of the activities are on track and needed tools are used.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS

  • Degree in Economics, International Relations, Development studies or similar field
  • Fluency in written and spoken Arabic and English

  • Minimum 2 years of experience in development programs, preferably working in food security and livelihoods, and with experience in cash programs.
