JOB DESCRIPTION

Duties and Responsibilities

The scope of these Terms of Reference foresees substantive desk research and analysis of stakeholders’ consultations outcomes and the development of the draft and edited final version of the Strategic Plan. The Strategic Plan 2025 – 2027 will have to be grounded in extensive stakeholder engagement and consultations. Every effort will be made to gather inputs from LDCs, institutions of excellence, leaders in the respective areas and development partners including the United Nations Country Team and other members of the UN family.

The proposed consultative process includes the following activities: Consultations: i. Initial consultations: discussions with the Governing Council and core groups will be conducted to gather initial input and feedback. ii. Virtual retreat: in addition to bilateral discussions with members of the Governing Council, UNTB will convene a virtual retreat of the governing council to present a draft of the Strategic Plan 2025 – 2027 for feedback before the plan is presented for approval at the governing council meeting at the end of the year.

iii. Expert consultation: consultations will be held with experts and thought leaders on STI including from LDCs. iv. Resident Coordinators’ input: a mechanism will be identified to receive input from Resident Coordinators (RCs) in LDCs to explore the specific needs of their countries. v. The draft strategic plan 2025 – 2027 will be presented to the Governing Council in its meeting of December 2024 for review and approval. Research and Analysis Review existing Strategic Plan and results achieved.

Analyse strengths, weaknesses and areas of improvement for UNTB’s work to deliver results for LDCs. Prepare questionnaire and issue survey to stakeholders including LDC Focal Points. Analyse survey results and propose key pillars and priority areas for UNTB’s action taking into consideration resource availability. Expected Activities • Consult extensively with UNTB’s Strategic Plan Task Team for guidance and direction on Strategic Plan preparation. • Participate and engage actively in stakeholder consultations. • Write the first draft of the Strategic Plan 2025 – 2027 under the direction of the Strategic Plan 2025 – 2027 Task Team.

• Seek final inputs from stakeholders on Draft Strategic Plan 2025 – 2027 and review the Draft Strategic Plan 2025 – 2027 accordingly for submission to the UNTB. • Undertake any additional tasks required for the successful completion of the assignment.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in Business Management, Strategic Planning, Economics, Business Administration, International Affairs, International Development and Trade, Science, Technology, Engineering, Natural Sciences, or related areas is required. At least ten (10) years of working experience in strategic planning or strategic management are required.

Knowledge of technologies and key issues/policies in science, technology and innovation is required. Excellent writing and communication skills are required. Experience in data gathering and analysis techniques is required. Good understanding of challenges facing the Least Developed Countries, and their support requirements will be an asset. Experience in strategic plan preparation including for UN Agencies and working with international partners and international organizations will be desirable.
