JOB DESCRIPTION

Job Summary

The role involves supporting the Regional Director in the design, planning and implementation of WHO’s strategic agenda in the Western Pacific Region, as well as advising on the management of key emerging issues.

 

DESCRIPTION OF DUTIES

  1. Lead the finalization and implementation of the 2024-2029 Vision for the Western Pacific Region and integrate into workplans and workstreams, creating synergy across Regional Office and Countries offices priorities in collaboration with Senior Management Teams.
  2. Develop a Results Measurement Framework for the 2024-2029 Vision and monitor its implementation and progress.
  3. Coordinate with the Division of Pacific Technical Support (PIC’s) to strengthen health sector priorities in the Pacific Island Countries with specific attention to:
    • Development of health workforce strategies.
    • Scale up Commonwealth Member States engagement.
    • Building climate-resilient health systems.

 

  1. Lead the development of Standard Operating Procedures and strategic framework for RDO operations.
  2. Provide strategic advice to the RD in strengthening integrated and cross-cutting approaches for the delivery of WHO’s collaborative programs in the region, in support of the Vision.
  3. Provide guidance with regards to WPRO’s effective participation in major global and regional initiatives on public health matters and the timely submission of regional input to global policies, strategies, and plans.
  4. Provide consultative advice to the RD in establishing and strengthening a capable and diverse senior management team.
  5. Work with responsible officers to promote the visibility of the organization in key meetings, and RD’s visits to Member States and WHO country offices.
  6. Work closely with the responsible WHO Representatives and Country Liaison Officers, promote as needed the RD’s linkages with the Member States, including in the Pacific.
  7. Provide strategic support on fundraising for PIC strategy in line with RD vision establishing targets and developing plans and milestones.

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in health administration and management or a relevant technical area of public health.

Experience

Essential: At least fifteen years of relevant work experience in regional and international public health. Extensive experience in strategic planning and organizational transformation at national and international level. Progressively responsible work experience in managing national health systems in executive leadership positions. Experience in directing and managing public health programs; and experience working in development organizations. Relevant international experience is mandatory.
Desirable: Working experience in developing countries low-resourced settings particularly in the Pacific Island is highly desirable.

Experience in health sector strategic roles and effective influencing skills.
