JOB DESCRIPTION

Position Overview:

Partners In Health (PIH) is looking for a self-motivated, detail-oriented Compliance and Training Manager with experience in contracts and grant management within the nonprofit sector that includes working with public sector or other high-compliance donor-funded awards.

The position requires strong cross-cultural acumen and superb interpersonal and communication skills to support geographically diverse teams to develop and uphold strong compliance systems in accordance with PIH and donor requirements.

Reporting to the Associate Director of Grant Compliance, the Compliance and Training Manager will serve as the key contact for all compliance, policy, and procedure inquiries for a portfolio of PIH sites. Responsibilities include reviewing, developing, and training on policies, procedures and systems to support, strengthen, and monitor site compliance with PIH policies, donor requirements, applicable local regulations, and grant compliance standards.

The Compliance and Training Manager will also support teams with grant-specific audits and manage the completion of donor risk assessments.

Responsibilities:
Site-specific compliance support – 45%
  • Work with colleagues to develop, train staff on, and monitor adherence to policies and procedures relating to proper administration of high-compliance awards and PIH requirements.
  • Review award agreements, distill and communicate key donor requirements to project staff. Monitor and advise on donor compliance throughout the life of the award.
  • Serve as the main point of contact for PIH staff to address compliance-related questions and triage complex compliance issues.

 

  • Complete pre-award risk assessments and other pre-award certifications and forms.
  • Support the Associate Director of Grant Compliance and sites with the management of and response to allegations of misconduct, including drafting donor communication and misconduct reports, participation in investigation committees, review of investigation materials, and implementation of corrective action plans.
  • In conjunction with project and/or award management staff, provide guidance for the assessment and monitoring of sub-award recipients.

 

Organization-level compliance support – 45%
  • Work with Compliance colleagues to develop and deliver org-wide trainings on Anti-Fraud, Whistleblower, and Sanctions Screening policies and procedures.

  • Develop standard operating procedures and conduct trainings to ensure compliance with major policies.
  • In collaboration with the International Operations team, develop and implement procurement trainings and post-training evaluations.
  • Participate in cross-site working groups focused on developing guidance for specific compliance areas.

 

Audits – 10%
  • Guide site colleagues in the preparation and administration of grant-specific audits by overseeing the audit schedule, coordinating staff to fulfill requests from the auditors, reviewing supporting documentation, and drafting and reviewing responses to audit inquiries.

 

  • Oversee the implementation and communication of post-audit corrective actions by developing a corrective action tracker and following up on audit observations.
  • Work closely with the Senior Advisor of Grant Management and Compliance to prepare and review information for the organization-wide annual U.S. Government Single Audit.

Qualifications:
  • Bachelor’s degree in public health, public administration, finance or related field.
  • Minimum of 5 years’ experience in contracts and grant management within the international development nonprofit sector.
  • Experience working with public sector or other high compliance donors; in-depth knowledge of donor requirements and industry best practices related to contract and grant management.
  • Experience developing and delivering trainings.
  • Superlative organizational skills and highly attentive to detail.
  • Analytical and investigative acuity.

Ability to identify issues and research solutions to complex problems.

  • Strong judgment and the ability to lead discussions and make informed recommendations to multiple stakeholders.
  • Experience developing new policies, procedures and process improvement plans.
  • Exemplary interpersonal skills and the ability to collaborate effectively with culturally diverse staff across departments and countries.
  • Proficiency with Microsoft Office suite and comfort with financial systems.
  • Spanish fluency is preferred
