JOB DESCRIPTION

 

The consultant will also be responsible for drafting the mechanism of the National Council on Disability (NCD), including tools for monitoring and reporting, and capacity development of the NCD, relevant ministries, and other key stakeholders in Timor-Leste.

 

Duties and Responsibilities

 

The main objective of the consultancy is to support the OHCHR/HRAU, UN Women, and UNICEF in advising the Government of Timor-Leste in establishing the National Council on Disability and ensure it has the monitoring and reporting tools and capacity for reporting on implementation of the Convention of the Right of Person with disability implementation in the country of Timor-Leste.

The specific objectives are as follows:

  1. Research and review the relevant good practices at the global level of establishment of equivalent national councils for disability in line with international standards.
  2. Conduct consultation with the Ministry of Social Solidarity and Inclusion (MSSI)and the representative organization to provide advice on effectively establishing a National Council on Disability and identify its capacity needs.
  3. Conduct a presentation to Government and other stakeholders on the National Council on Disability’s mechanism and its role in promoting the rights of persons with disabilities.
  4. Draft strategy for establishing the National Council on Disability in English and Tetum, containing specific, concrete, practical, and norm-based steps and action on the mechanism, policymaking, and planning.
  1. Timelines

The consultancy duration is estimated at around 20 days during the period of two months, from the 1st of October to 2nd of December 2024.

The consultant may conduct part of the work home-based. Consultations will be conducted in Dili. A detailed work plan will be prepared by the consultant for review by the project team.

  1. Final strategy (at least four pages) on how to effectively establish the national council on disability as well as in planning processes.
  1. Review the relevant report and good practices at the global level regarding the establishment of the National Council for Disability to apply and ensure full compliance with the laws, policies, and plans with Timor-Leste.
  2. Consultants with stakeholders (MSSI, policymakers, and persons with disabilities)
  3. Preparing draft guidelines in English and Tetum
  4. Presentation of draft guidelines to key stakeholders
  5. Integration of comments from stakeholders and finalization of guidelines.
  6. Drafting a final strategy of at least four pages containing information on how the consultant was conducted, engagement with stakeholders, observations, and recommended actions.

Payment is in full upon final submission and satisfactory outputs/products in accordance with specified requirements.

All the deliverables, including events materials, notes, and reports, should be submitted in writing in English.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables-related reports and documents will be reviewed and approved by OHCHR/HRAU).

The period of the review is one week after receiving the report.

  1. Inputs
  • The consultant is expected to use her/his own computer and have all needed software for related tasks.
  • The cost of mobile phone communication needs to be covered by the consultant.
  • OHCHR/HRAU and UN Women team will support resource materials and reference documents as relevant;
  • UN Women will cover the cost of travel and per diem to the municipalities as relevant for the programme and upon issuing of Travel Authorization

The consultant should fulfill the following requirements:

Education

Master’s degree in economics, Political Science and Development, or other relevant fields.

Experience

  • Master’s degree with five years or bachelor’s degree with seven years of experience working on disability inclusion, inclusive development, and the rights of persons with disabilities.Prior experience with the UNPRPD program is an asset.
  • Experience in producing inclusive analysis of international and government policy and frameworks.
  • Experience in capacity development of Government organizations and CSOs, preferably in disability inclusion, gender equality, and mainstreaming of the country development processes.
  • Experience with facilitation of high-level dialogues, training, and consultations, including with Government counterparts.

Language and other skills:

  • Excellent English communication skills are essential, Tetum or Portuguese would be an advantage.
