JOB DESCRIPTION

Job Summary

Under supervision of the Social & Behavior Change Officer, support the Ministry of Health in developing performance-based incentives for community health volunteers in Timor-Leste.

 

WORK ASSIGNMENT:

  1. Support the Ministry of Health to undertake a desk review to ensure that this initiative is in line with Timor-Leste’s policies and legal frameworks and explore community-based health systems introduced in other developing countries using a performance-based incentive approach to serve as a reference in the development of PBI guidelines for Timor-Leste (5 days)
  2. Mapping (stock take) the current remuneration (incentive) schemes for community health volunteers (across multiple donors and MoH-supported programs), highlighting the best practices, and recommend considering in the development of the PBI guideline (10 days)
  3. Conduct a meeting with the MoH decision-makers (Minister of Health and other relevant Ministers, General Directors, National Directors, Municipality Health Services Directors), technical staff of the MoH (DPHOs, National Directorate of Education and Health Promotion, National Directorate of Nutrition), and stakeholders, including focus group discussions with Mother Support Group members and Family Health Promoters (PSF) members in five municipalities (10 FGDs) to explore their perspective on incentives and training needs for community health volunteers to effectively perform their duties in Timor-Leste (30 days)
  4. Assist the Ministry of Health to design performance-based incentive guidelines and a costed plan for community health volunteers (20 days)
  5. Organize three workshops with the MSGs and PSF members (at least 5 municipalities); the local authorities, community leaders, Non-Government Organization; with the MoH and UNICEF for review and feedback to get input for the guidelines and revise accordingly (20 days)
  6. Support the Ministry of Health to conduct a validation workshop on the performance-based incentive guidelines and costed plan for community health volunteers and revise based on the feedback from the workshop (5 days)
  7. Support the Ministry of Health in presenting the guidelines and costed plan to the council directors of the Ministry of Health for review and approval (3 days)
  8. Finalize the performance-based incentive guidelines for health volunteers (2 days)

  • University degree in health sciences, nutrition, Public Health, Health Promotion, Social and Behavior Change Communication or related disciplines.
  • Experience working in the development of strategy guidelines, in particular on performance-based incentive and costed plan for community health volunteers/workers would be an advantage.

 

  • At least 1 year’s practical experience in performance-based incentive for community health volunteers programming.
  • Have proficiency level of English (verbal and written). Good written and spoken skills in the language of the humanitarian operation. Knowledge of another UN language and local language in respective municipality is an asset.
