JOB DESCRIPTION

Duties and Responsibilities
Under the supervision of the Programme Management Officer forSendai Framework Monitoring, the Consultant will: 1. Revise the National Disaster Risk Reduction (DRR) Strategy and National DRR Platform based on the findings and recommendations of the Capacity Assessment in Disaster Reduction Initiative (CADRI) diagnostic mission report, the Early Warning for All launch workshop and the National Emergency Telecommunication Strategy. 2. Develop a draft Action Plan Matrix for the National DRR Strategy linked to a timeline, responsible entity, funding requirements and proposed funding source.
3. Undertake individual consultations with relevant governmental entities on the draft Action Plan Matrix and the draft TORs of the National DRR Platform. 4. Submit a revised version of the National DRR Strategy and its draft Action Plan matrix and the revised TORs of the National DRR Platform to the National Sendai Focal Point and UNDRR ROAS for feedback. 5. Facilitate a National Consultation and Validation Workshop on the National DRR Platform and National DRR Strategy and Action Plan Matrix with all relevant governmental and non-governmental entities, stakeholders, and UN agencies. 6. Finalize the draft National DRR Platform and National DRR Strategy and Action Plan Matrix based on the outcomes of the National Consultation and Validation Workshop and submit the final version of the documents to UNDRR ROAS for official submission to the National Sendai Focal Point.
Qualifications/special skills
• Advanced University Degree in Development, Environmental Affairs, Disaster Risk Management, Climate Change or any other related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree • At Least 7 years of experience in research elated to disaster risk reduction, climate change adaptation or sustainable development programmes is required.
• Experience in policy and strategy design in disaster risk reduction, climate change adaptation, environment or sustainable development is required. • Experience in providing support to the National Government in areas of disaster risk reduction, climate change adaptation, environment or sustainable development is desirable • Previous experience with the UN or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in French is required. Knowledge of Arabic is desirable.
