JOB DESCRIPTION

Duties and Responsibilities
 The consultant will specifically deliver the following: Output 1: Comprehensive qualification requirements for RAC servicing technicians. Good servicing practices integrated into the National Occupational Competency Standards (NOCS) – Lead the development of mandatory qualification requirements, ensuring they meet international standards and are adapted to local contexts. – Work with national entities to upgrade the National Qualification Framework (NQF) and NOCS to include good servicing practices. – Provide technical assistance and guidance throughout the process. – Work with relevant authorities to integrate updated practices into the NOCS ensuring alignment with international best practices and standards – Advise the relevant national authorities and stakeholders to gain approval and ensure compliance. Output 2: Updated and revised training curriculum for RAC technicians – Review and update the existing training curriculum to include new long-term alternatives, safety, and technical aspects, with a focus on natural refrigerants and their safe handling.
Output 3: RAC servicing technicians are trained on the updated curriculum and best servicing practices. – Plan and conduct training sessions for RAC servicing technicians on the updated curriculum (at least 6 training workshops) Output 4: Educators and vocational trainers proficient in the new curriculum and best servicing practices. – Develop training programs for teachers based on the new curriculum. – Conduct training sessions to equip teachers with the knowledge and skills needed to impart good servicing practices. (at least 6 training workshops) Output 5: Assessors trained on new competency-based assessment methods and good servicing practices. – Develop and deliver training sessions for assessors on new competency-based assessments that include good servicing practices. (at least one training session per country) Output 6: Updated evaluation criteria for qualification awarding bodies, including Recognition of Prior Learning (RPL) – Assist in revising evaluation criteria to include components of good practices. – Ensure Recognition in Prior Learning (RPL) criteria are updated to cover new standards. – Coordinate with assessment and qualification awarding bodies to implement the updated criteria. Output 7: Regular monitoring reports on the implementation of planned activities for the RSS under approved projects. – Monitor and report on the progress of project implementation, ensuring timely and effective execution and addressing any challenges that arise.
Qualifications/special skills
ACADEMIC BACKGROUND: – University degree in Mechanical or Chemical Engineering, Refrigeration and Air Conditioning (RAC) Technology, or a related field. WORK EXPERIENCE & TECHNICAL EXPERTISE: – A minimum of 7 years of progressively responsible experience in the implementation of environmental projects, with a focus on implementation of projects funded by the Multilateral Fund for the implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. – Proven experience in developing and implementing training programs for RAC technicians, particularly in the context of introducing new technologies and refrigerants. – Experience in developing policies, measures and working procedures in relation to best management of refrigerants – Experience in curriculum development and updating training materials to include new technical and safety aspects related to natural refrigerants. – Proven track record of successful project management, including planning, execution, monitoring, and reporting. COMMUNICATION AND INTERPERSONAL SKILLS: – Ability to communicate complex technical information to a variety of audiences, including technicians, educators, and government officials. – Strong interpersonal skills and ability to work effectively with diverse stakeholders, including government agencies, educational institutions, and international organizations. – Demonstrated ability to work in a multicultural environment and establish harmonious working relationships. – Strong organizational and time management skills, with the ability to manage multiple tasks and meet deadlines. – Willingness and ability to travel within the West Asia region to conduct training sessions and provide on-site support.
Languages
– Excellent written and verbal communication skills in English is required. – Knowledge of Arabic is desirable.
