JOB DESCRIPTION

Responsibilities
– In close coordination with the Chiefs and Heads of Units, establishes, for supervisor’s review, a comprehensive governance instrument based on the Education Department’s policies, strategies, Education Technical Instructions “ETIs”; monitors and reviews its implementation, ensuring alignment with UNWRA’s governance and accountability framework; follows up and liaises with Fields regarding non-adherence, including ensuring adherence to specific ETIs within specified timelines. – Ensures the availability of updated ETIs and the timely distribution of such to all Fields and raises queries thereon related to ETIs and coordinates required actions as appropriate. – Leads in coordination with relevant stakeholders the development and implementation of guidelines pertaining to the education governance and accountability instruments; disseminates and clarifies relevant materials and lessons learned including fields’ specific issues. – Monitors the process of governance activities and coordinates governance training and workshops related to ETIs in order to keep abreast of developments regarding outcomes. – Organizes awareness raising activities across the education programme; coordinates with relevant agencies including host governments, NGOs and stakeholders; endorses and ensures the implementation and adherence to the code of ethics and other related issues. – Identifies, contextualizes, and provides advice on adaptation of accountability and transparency in the education program in the Agency; provides advice on procedures of adaptation of rules and regulations pertaining to the education programme.
– Creates and manages a database for the governance system and ETIs; provides timely access to records and information to relevant users. – Develops monitoring and evaluation criteria for the implementation of ETIs in consultation with Chiefs / heads of units and other senior staff in the education department at HQA; drafts reports describing implementation’s findings in each field and recommends improvements towards increased compliance to education governance and accountability instruments, including fields’ specific issues, and increased compliance to agency rules and regulations, and efficiency in utilization of the education program resources to meet objectives. – Participates in revising ETIs and relevant procedures and ensures adaptation to the agency wide relevant SOPs including relevant Fields’ specific instructions and procedures and guidelines. Provides recommendations and timelines for corrective actions with responsible chiefs / heads of unit including Chiefs of Field Education program, obtains a written response from the chiefs / heads of unit on an agreed action plan and target date for corrective action. Reports and follows up on the agreed recommendations. – Conducts appropriate analysis and assessment, and substantively contributes to the efficient recording and monitoring of financial resources within educational institutions, including contributions from various stakeholders. – Assists head finance, governance, and administrative support unit in administering contractual documents including individual service providers, keeps adequate records and tracking tool for funds allocation and reimbursement. Performs the necessary SAP transactions. – Performs such other duties as may be assigned.

Education
– A university degree from an accredited educational institution in education sciences; education management, Business Education, social education, social sciences/ social development, political sciences, or any related field.
Work Experience
At least six years of relevant and professional work experience in managing education systems, education governance instruments and implementation of education policies, including experience with large and complex educational organizations, preferably within the UN system, or government in education context is required . A university degree from an accredited educational institution in education sciences; education management, Business Education, social education, social sciences/ social development, political sciences, or any related field is required . Advanced university degree is desirable . Awareness of current issues in the Education globally / regional issues is desirable . Intermediate understanding of local laws and regulations is desirable . Excellent command of spoken and written English and Arabic is required . Are you currently residing in Duty station (Jordan).
