JOB DESCRIPTION

Responsibilities
Under the direct supervision of the Chief Security Adviser, the Programme Management Officer will manage the extrabudgetary projects and provide high-level technical support for the effective delivery and satisfactory implementation, monitoring and evaluation of multi-funded intervention project which will enable UNDSS to support humanitarian operations in Gaza. As specific technical skills are required, the incumbent will also provide authoritative advice on technical cooperation, resource mobilization and management of information tools necessary for the proper discharge and monitoring of extrabudgetary resources, including through ensuring the preparation of regular narrative reports and maintaining good working relationships with all key stakeholders, funding partners, Member States, United Nations entities and implementing partners. Detailed functions include: • Ensures effective development, implementation and evaluation of assigned projects including through supporting the recruitment of personnel and support staff; monitors and analyzes project development and implementation by strengthening the in-house monitoring and tracking system; reviews relevant documents and reports; identifies problems and issues to be addressed, provides solutions and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Builds effective relationships with both current and potential donors and partners; plans and coordinates an effective programme of technical cooperation with bilateral and multilateral partners based on the direction set by the leadership; organizes discussions for future cooperation, programme priorities and areas of interest.
• Assists with overall resource mobilization efforts by coordinating the preparation and submission of resource requirements and extrabudgetary projects of UNDSS IOPT Office to UN Headquarters, including providing technical advice, documentation and information as input for resource mobilization efforts. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, communications products, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management or related area is required. At least two years of relevant experience working within the UN Common System or similar international organization or nongovernmental organization at the international level is required, out of which one year in a conflict, post-conflict or natural disaster setting. A minimum of two years of experience establishing and maintaining relationships with counterparts in UN entities, including the Secretariat and Agencies, Funds and Programmes, or similar international organizations is required. Experience in providing administrative or programmatic support to or in a field operation of an international organization is required. Experience in resource mobilization in an international organization is desirable. Experience in managing large funding grants within an international organization or non-governmental organization is desirable. Experience in preparing reports to donors is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand).
