The Assistant Humanitarian Affairs Officer plays a crucial role in the humanitarian community and is responsible in particular for planning, coordinating and monitoring Inter-agency missions, maintaining a permanent communications network with OCHA sub-offices and branches in the province and the collection of information allowing analyzes to be carried out at any time on the security and humanitarian situation in its geographical area. He works directly with all UN humanitarian actors, local and international NGOs, local authorities and donors.

 

Key Duties and Accountabilities

 

Duties and Responsibilities

Under the direct supervision of the Head of Sub-Office within his/her jurisdiction and the general supervision of the Head of OCHA South Sudan Office, the Assistant Humanitarian Affairs Officer will have to assume the following main functions:

  1. Monitor developments in the humanitarian situation in general, in particular, collect and analyze data on the situation of vulnerable groups (displaced people or people living with disabilities) affected by an emergency situation.
  2. On a daily basis, report regularly on developments and on all information or data related to the evolution of the humanitarian situation in the area concerned.
  3. Coordinate humanitarian activities through decentralized coordination initiated in the area concerned; ensure the holding of a humanitarian meeting; develop strategies for accessing previously inaccessible areas; organize joint assessment missions and disseminate humanitarian information to all stakeholders.
  4. Support humanitarian actors (International and local NGOs, UN agencies) in their efforts to open the axes and be the focal point for the interface with local authorities and, where applicable, the MONU SCO.
  5. Support local NGOs to strengthen their capacity so that they become true partners, international actors.
  6. Ensure the dissemination of humanitarian principles, guiding principles relating to internally displaced persons as well as any other working document issued by OCHA.
  7. Facilitate all humanitarian missions carried out in the area and provide logistical support to actors not yet established.
  8. Rationally manage the buildings, installations, equipment, furniture and layouts of the antenna.
  9. Ensure good exchange of information and coordination of actions undertaken with other OCHA offices and sub-offices having a strategic or geographical link with the antenna under its supervision.
  10. Supervise support staff and provide administrative support.
  11. Accomplish any other task requested by management

 

QUALIFICATIONS

Education:

  • Master’s degree in social sciences, political, development and/or humanitarian action sciences; or a bachelor’s degree in the above-mentioned disciplines or any related.

 

  • Master’s degree or 2 years with a bachelor’s degree of progressively responsible professional experience in humanitarian matters, specifically in crisis situations requiring advocacy as well as Inter-agency coordination in a complex emergency environment is required.

Experience, Knowledge, and Skills:

  • Up to 2 years with a master’s degree and 2 years with a bachelor’s degree of progressively responsible professional experience in humanitarian matters, specifically in crisis situations requiring advocacy as well as Inter-agency coordination in a complex emergency environment is required.
  • Proven experience of the ability to work in an Inter-agency environment is desired.

 

  • Experience in humanitarian coordination with the UN Common System or reputable national or international organizations is desired.
  • Prior experience and in-depth knowledge of humanitarian principles is an asset.
  • Good command of the context of the duty station would be a major asset.

Language Requirements:

  • Perfect command of written and spoken English.
  • Knowledge of local languages is a requirement.
