The Opportunity
The Technical Specialist – Monitoring, Evaluation and Accountability and Learning (MEAL) and Geographic Information System (GIS) will take the overall responsibility of ensuring elements of quality programmes, as defined by the full spectrum Quality Framework (evidence based, learning agenda, thematic excellence, Monitoring and Evaluation -M&E, accountability), are integrated into the overall management of country programmes (Development and Humanitarian Emergency context). S/he will develop and strengthen MEAL system for the project. S/he will also maintain collaboration with local government bodies, community-based organizations, and civil society organizations (CSOs) to support effective implementation of project initiative. S/he will support the Sr. Manager (BHA) to create operational strategies and guidelines for the project’s effective implementation. This position will require expertise in MEAL roles and strategies for community resilience projects, technical knowledge of GIS technology, working with local organizations.
Qualifications and experience
• At least 5 years’ experience in MEAL and GIS, preferably in community resilience projects.
• Demonstrated working experience in community-based projects.
• Ability to develop and ensure strengthen Monitoring, Evaluation and Accountability and Learning (MEAL) system for the project
• Capacity to monitor project progress, track milestones, and ensure necessary feedback.
• Proven campaign management skills for climate action and multi-stakeholder collaboration.
• Sound understating on the national and international climate change adaptation policy, SDGs, etc.
• Support team to capture knowledge and evidence from the ground through case studies, success stories, vulnerability stories, and lessons learned to promote the knowledge within the organization and external stakeholders.
• Strong understanding of policy making processes both in local and national level and demonstrated experience of working with stakeholders in the government and donors on advocacy and policy change.
• Proven project proposal development experience for the climate change adaptation projects.
• Willingness and ability to adapt to emergency response situations and collaborate with incoming teams in case of natural disasters or urgent humanitarian needs.
• Fluency in written and verbal English to ensure clear and effective communication within the organization and with external partners.
• Sound technical knowledge on data collection, data management, mobile data collection and survey techniques in humanitarian research, training and dissemination.
• Advanced skills in ArcGIS, Esri GIS, FOSS and QGIS. Advanced command of programming languages such as python, R or Java.
• Master’s degree, preferably in Geography, Urban Planning, Computer Science, Statistics, Social Science, Environmental Science, Climate Change, Anthropology or other relevant disciplines.
