What we are looking for

The Protection Specialist position responsibilities include technical development of the Protection from Violence (PfV) Core Competency (CC), strategic direction and quality assurance, the PfV plan, and quality control. The protection specialist is in responsible for staff mentoring, training, and capacity development, as well as contributing actively in advocacy, program design, and proposal development for the CC’s fundraising efforts. Furthermore, the protection Specialist co-leads Somalia’s national Protection Cluster in collaboration with the lead agency, UNHCR.

 

What you will do

Generic responsibilities:

  1. Adherence to NRC policies, guidance and procedures
  2. Co-lead the national protection cluster coordination, ensure a coherent and effective emergency response by mobilizing groups of agencies, organizations and NGOs to respond in a strategic, timely and integrated manner to humanitarian crises in Somalia.
  3. Contribute to the development of Country, Area and PfV strategies, initiate and participate in the development of relevant Protection from Violence projects.
  4. Coordinate and manage PfV Core Competency project implementation in line with proposals, strategies and donor requirements.
  5. Implement technical direction and ensure compliance with contractual commitments within PfV, ensure high technical quality and synergies in project implementation.

Specific Responsibilities:

 

Programme Development

  • Actively contribute to broader strategic planning processes in NRC Somalia, ensuring that PfV CC interventions are considered.
  • Gather and analyse protection data as part of integrated or joint multisectoral assessments and use this in response analysis to develop contextually appropriate and technically sound project proposals and inform country programme advocacy efforts.
  • Participate in NRC multi-sector planning and programme design initiatives, providing technical guidance and support during the planning and design phase.

Technical Oversight and Capacity Building:

  • Oversee and lead the start-up of PfV programme in Somalia Country Office including leading the development, update, and dissemination of PfV strategy.
  • Responsible for the implementation of PRMN, and in coordination with UNHCR review and publish timely flash alerts and reports for wide dissemination to humanitarian actors, donors and other relevant stakeholders.
  • Ensure all Protection interventions are compliant with international protection standards, Protection strategy and NRC minimum standards, policies and strategies.

Cluster Co-Coordination:

 

  • Effective and efficient input into the Protection Cluster (PC) coordination architecture, work alongside the PC coordinator on the day-to-day facilitation and coordination of the work of the cluster.
  • Contribute to the Humanitarian Programme Cycle (including planning, periodic reporting, and strategic development of the Somalia Response Plan) and engage with Cluster partners for their inputs.
  • Coordinate adequate service delivery among partners engendering complementarity, integration, and harmonization of approaches in line with the protection Cluster’s strategy, standards, and guidelines.

Generic professional competencies:

  • Minimum 5 years of professional experience from a senior level project implementation position in a humanitarian/recovery context.
  • Minimum 2 years of experience in cluster coordination position in a humanitarian/recovery context.
  • University Degree in social work, psychology, human rights or any other related degree
  • Experience in management and supervision of staff
  • Strong interpersonal skills.
  • Knowledge and practice of Word, Excel, Outlook, etc. Required.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.

Context/ Specific skills, knowledge and experience: 

  • Experience of working in complex and volatile contexts.
  • Technical expertise and field experience in general protection case management.
  • Knowledge of the context.
