Under the supervision of the Regional Gender and Statistics Specialist, Regional Office for Asia and the Pacific (ROAP), and advised by the Manager, Statistics leadership, governance and use at SPC, the Statistics Specialist will support the implementation of the Women Count, Phase II, in the Pacific region. This includes providing coordination and technical support for the implementation and analysis of official surveys, conducting analysis of microdata, big data and other data sources, managing the production of statistical publications, and promoting the use of data for decision and policymaking in Pacific countries. Given that liaison with SPC and data analysis are key functions of the Statistics Specialist, the incumbent will be based in SPC’s offices in Suva, Fiji.

Key Functions and Accountabilities:

1.    Support Pacific Island Countries with the generation of gender data, including through national surveys, reprocessing existing data, and analyzing big data. 

• Coordinate with national statistics offices, other government counterparts, and SPC to identify gender data production priorities in Pacific Island Counties, and fill data gaps, including by implementing the Pacific Roadmap on Gender Statistics.
• Work with national statistics offices and other counterparts to implement gender-related national surveys, including Gender and Environment Surveys, Time Use Surveys, and other surveys. This includes supporting the design and facilitation of training on pre-survey training, advising on the development survey operations, and supporting data compilation, analysis and indicator calculation.

• In collaboration with national governments, the SPC and the UN Women ROAP teams, analyze microdata, big data and other data sources, to generate gender statistics and draft gender statistics publications.
• Utilize statistical modelling techniques to identify patterns and generate projections on key gender issues of importance in the Pacific region.
• Create data visualizations and gender data communication products, including factsheets, social media products, and infographics.

2.    Coordinate and liaise with stakeholders, including project countries, to support the overall implementation of Women Count Phase II in the Pacific.

• Organize and co-chair, in partnership with SPC, quarterly meetings of the Pacific Gender Statistics Coordination Group.
• Attend and contribute to coordination and intergovernmental meetings related to statistics in the Pacific, including the SDGs.

• Support the coordination between ROAP, national statisticians, other government counterparts, and UN Women country offices to promote the production of gender statistics and their use for decision making and to inform the implementation, monitoring and development of policies and strategies.
• Work closely with ROAP and SPC to support countries in the implementation of the Pacific Roadmap of Gender Statistics.

3.    Provide technical support to promote the production and use of gender statistics in the Pacific.

• Support the preparation and facilitation of gender data user-producers dialogues.

• Design and facilitate training and other forms of statistical capacity building on gender statistics, covering both production and use.
• Prepare background documents and guidance materials to inform national policy dialogues and promote evidence-informed decision-making.

4.    Provide coordination and technical support on other activities pertaining to gender data production and use as needed.

5.    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Recruitment Qualifications:

Education and Certification:

• Master’s degree in statistics, gender statistics, economics, mathematics or related fields.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

• A minimum of 5 years of work experience on statistics and analytics, at the national and/or international level.

• Professional experience conducting microdata analysis, analyzing big data, and/or with statistical modelling, including from a gender angle.
• Experience drafting statistics-based research and related reports, or other data communication products.
• Professional or academic experience with the facilitation of statistical training, ideally on gender statistics.
• Experience in survey questionnaire and sample design, data processing, data quality assessment and data analysis.

• Experience supporting national statistical systems with statistical production processes and/or gender data collection, analysis, use and dissemination is an asset.
• Experience supporting national policy makers on data use for evidence-based decision-making is an asset.

Languages:

• Fluency in English is required.
• Working knowledge of another official UN language is an asset.
• Ability to write syntax in Stata or R is required.
