Background

The International Food Policy Research Institute (IFPRI) is planning to conduct an evaluation of an agricultural input financing project through the One CGIAR Rethinking Food Markets and Value Chains for Inclusion and Sustainability Research Initiative. This initiative seeks to evaluate innovative projects that extend finance and logistics services across value chains in several countries including Nigeria.

 

As part of this initiative, IFPRI will be evaluating a financial product that provides loans to smallholder farmers. The contracted party will be responsible for managing and conducting all data collection tasks, in consultation with the IFPRI research team.

 

Scope of work

  • Task 1 – Preparatory
    • Work with IFPRI researchers and the local research team to understand the research design, key data requirements, and questionnaires.
    • Translate to the local language(s) the questionnaire designed by IFPRI.
    • Program the surveys in CTO and obtain all local permissions to conduct the survey.
  • Task 2 – Team Training
    • Finalize/hire survey team.
    • Field test the survey instrument and finalize it.
    • Deliver training workshop for enumerators to prepare for the survey.
  • Task 3 – Data collection
    • Conduct survey.
    • Deliver survey report and data set.

Deliverables for this work will include:

    • Local government and IRB approvals.
    • Survey training plan based on agreed methodology.
    • Survey logistics plan.
  • Deliverable 2
    • Identify/recruit adequate supervisors, enumerators, back checkers, research assistants and transcribers comfortable with the local language and culture. Ensure representation of women.
    • Translated survey instruments.
    • Draft Survey CTO instruments.
    • Finalize Survey CTO instruments.
    • Survey quality control plan and data cleaning protocol.
    • Conduct a joint field test with a small set of enumerators, finalize the survey.
    • Conduct a training workshop for enumerators and data management staff.
  • Deliverable 3
    • Conduct the survey with strong compliance with data checks and adherence to sampling frame.
    • Record each household’s GPS location.
    • Ensure data quality and participant privacy.
    • Raw and clean dataset and data quality report submitted.
    • Conduct final debriefing.

 

Required qualifications of the consultant / survey team leader

  • Ability and appropriate authorizations to carry the data collection work in Nigeria.
  • A minimum of 3 years of experience conducting data collection among smallholder farmers in rural areas.

 

  • Project managers should be fluent in English and able to communicate verbally and in writing with IFPRI researchers.
  • Established network of enumerators in rural areas of Nigeria.

 

Preferred qualifications

  • Proven track record of collaboration with international organizations and donors.
  • Proficiency in local languages throughout Nigeria.
