JOB DESCRIPTION

Responsibilities
Within delegated authority, the Engineer will be responsible for the following duties and responsibilities: • Responsible for the implementation of all expansion, alteration, improvement and major maintenance work for the ECA campus in Addis Ababa, Ethiopia with varying degrees of involvement for the ECA Sub-Regional Offices (in Morocco, Zambia, Rwanda, Cameroon, and Niger) and the African Institute for Economic Development and Planning (in Senegal) based on the given location’s premises agreement. • Analyzes and advises on the planning, design, construction and maintenance of major systems and facilities such as buildings roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, and related structures and other engineering activities. • Evaluates, reviews and revises project documents, and analyzes design specifications included in project proposals for accuracy, soundness, feasibility and cost. • Plans, organizes and supervises capital projects delivery team and their work. • Recommends solutions to unusual engineering problems. • Conducts technical studies on engineering topics, developing guidelines for the general planning and maintenance of programs and facilities. • Plans construction and renovation projects, including conceptual design, identification of design parameters, analysis of functional needs and recommendations on alternative solutions. • Assists in the implementation of work plan of the Facilities Management Section including resource management, annual budget preparation and spending plan.
• Assist in developing ECA-wide initiatives and programs, including but not limited to Capital Investment Plan (CIP), Strategic Capital Master Plan (SCMP), United Nation’s Disability Inclusion Strategies (UNDIS), Environmental Management Strategies (EMS). • Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment. • Monitors and plans for UN agencies and other tenants’ space allocation, evaluates rental and cost-sharing agreements and plans/implements renovation or construction work. • Draft status reports, briefing papers, other updates on the status of the capital projects in planning, design and construction phase. • Coordinate with CIP project management team all the stages of CIP from design, implementation, to hand over. • Leads efforts of team studying critical problems relating to design or construction of systems and facilities. Makes recommendations for resolution of problems in specialized areas. • Participates in planning missions, serving as technical adviser to committees or international meetings. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Establishes and maintain quality standards in capital project delivery. • Oversees the planning, design and construction work for the SRO capital projects. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in engineering architecture or other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
A minimum of seven years of progressively responsible experience in engineering or related area is required. 2 years or more of experience in managing facilities, and / or executing large construction projects is desirable.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
