We are looking for a consultant to facilitate the assessment of institutional capabilities for the effective and sustainable design and implementation of Productive Development Policies (PDPs) in the Latin American and Caribbean region. The assessment is crucial as it aims to develop a comprehensive conceptual framework that links institutional characteristics to the outcomes of Productive Development Policies (PDPs). This framework will enhance the understanding of institutional capabilities that contribute to effective PDPs, improve diagnostics of public agencies’ capabilities in designing PDPs, and expand knowledge about the role of IDB operations in institutional capacity building. The consultant’s work will provide valuable insights and tools for the design and implementation of effective PDPs, influencing policy and strategy at a regional level.

The consultancy will support the development of a conceptual framework linking institutional characteristics to PDP outcomes. In particular, the consultant is expected to produce (i) a comprehensive literature review on institutional capacities leading to effective PDPs, (ii) a database including all the projects and programs categorized as PDPs with harmonized information from the PACI questionnaires and performance indicators, (ii) a database with harmonized information of IDB projects’ performance indicators, (iv) conduct empirical research to determine the conceptual framework. The empirical research involves testing the identified concepts, variables, and factors using data from the Platform for the Analysis of Institutional Capacity (PACI) and performance indicators from the Project Monitoring Report (PMR) and Project Completion Report (PCR).

You will work in the Competitiveness, Technology, and Innovation Division (CTI) of the Institutions for Development Sector (IFD). This team is responsible for providing technical assistance and knowledge products to support its clients in the region in key areas of action, such as business innovation, entrepreneurship ecosystems, green and social innovation, digital transformation, and productive development. IDB programs in these areas incorporate common dimensions, such as the advanced training of human capital in science, technology and innovation, the strengthening of scientific-technological infrastructure, the design of public policies to promote innovation and entrepreneurship and the strengthening of agencies and ministries responsible for implementing these policies.

What you’ll do

Literature Review:

  • Conduct an extensive review of relevant literature on institutional capacities.
  • Identify theories, frameworks, and empirical studies related to effective project implementation.
  • Focus on factors that contribute to successful PDPs.
  • Synthesize recommendations for strengthening institutional capacities in PDPs

Database Development:

  • Create a repository of PACI for all the identified IDB projects that are classified as PDP.
  • Create databases by harmonizing information from PACI, PMR, and PCR relevant for the study.
  • Ensure data accuracy, consistency, and security.
  • Collaborate with relevant stakeholders to collect and integrate data.

Statistical and correlation analysis:

  • Apply statistical methods to explore relationships between variables.
  • Identify patterns, trends, and insights.
  • Investigate correlations between variables from PACI and performance variables from PMR and PCR.

Institutional capacities for PDP Framework Development:

  • Support the creation of a framework that outlines the key components, variables, and relationships determine both by the statistical analysis and the theoretical analysis.

 

What you’ll need

  • Education: At least a bachelor’s in public policy, economics, and other relevant fields such as statistics, computer science, or a related discipline. Master’s is preferred but not required.
  • Experience: At least 2 years of progressive experience providing inputs for research in institutional capacities, productive development policies, economic development, science, technology, and/or innovation issues.
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.
