JOB DESCRIPTION

Duties and Responsibilities
Under the supervision of the Chief of the RCO, the IC will be responsible, on behalf of the RCO, for working with the team of AFP technical experts put in place. He / She will contribute to:  Support the planning and coordination of the Spotlight 2.0 program development process.  Update the Spotlight 2.0 concept note in collaboration with AFPs, the national part and other internal and external stakeholders.  Provide analytical and technical support on the content of the concept note and ensure the quality assurance process, including with the Spotlight Secretariat (S.I.) team.  Ensure the synthesis and consolidation of inputs from stakeholders and the S.I secretariat team.  Coordinate with key ministries and civil society to ensure active and substantive participation in the important steps of the Spotlight 2.0 development process.  Collect and analyze information and statistical data related to the program design process.  Support the organization of workshops and working meetings to draft the Spotlight 2.0 program.  Plan and organize meetings with all stakeholders involved in the program development process.  Design the results matrix, indicators and monitoring and evaluation activities.  Share the experience of Spotlight 1.0 in Mali and other beneficiary countries of the S.I. 1.0.  Write minutes of meetings and reports related to the S.I 2.0 process.  Perform any other task instructed by the Office Manager.
Qualifications/special skills
At least a master’s degree in public administration, Legal Sciences, Political Sciences, Economics, Social Sciences, Development Management, Programme Management, or a similar field. A minimum of 5 years of relevant experience in program and project management at levels of responsibility related to gender-related programs and projects, providing strategic support, programs and projects formulation is required. At least 2 years’ experience working with the United Nations system is desired. Strong analytical skill, including quantitative data, and excellent report writing and presentation skills is desired. Proven ability in teamwork, communication with diverse stakeholders and facilitation of conferences, workshops, etc is desired.
Languages
Fluency in French and a good knowledge of English, both spoken and written, is required.
