In this role you will be working with the Climate Resilient Water, Sanitation, and Hygiene (CR WASH) Section of UNICEF South Sudan under the direct supervision of the Chief of CR WASH. Working closely with the Supply, Health, Nutrition, Education, Communications, and Donor Relations Sections, you will support the development, preparation, management, implementation, monitoring and coordination for multi-year Resilience programming in the WASH Section. The specialist will be responsible for promoting public visibility of results as well as broader partnership-building and communication with the KOICA, the government of Korea, the Netherlands Embassy, KfW, EU, and other stakeholders.

 

Partnership, collaboration, and resource mobilization

  • In consultation with the WASH team members and the Chief of CR WASH, provide input to the Country Programme Action Planning and advise on program planning for the Annual Work Plans.
  • Desk review of Korean bilateral and private (CSR) investments and interests in the Republic of Korea and overview of Korean engagement with UNICEF globally and development of a Korea-specific resource mobilization plan;
  • Support UNICEF South Sudan in partnership building/enhancing with KOICA, the Korean Embassy and the Netherlands Embassy, including civil military engagement
  • Development of knowledge products (briefing notes, technical papers, guidance notes, etc) for UNICEF South Sudan on donor collaborations, among which are:
    • Korean collaboration (priorities, opportunities, areas of focus);
    • Netherlands
  • Help with content creation and information-sharing on UNICEF projects in the country and engage donors in milestone events;
  • Support the development of concept notes and funding proposals.
  • Represent UNICEF in coordination platforms, including Programme Management Teams for specific projects.
  • Support UNICEF Communications section for the engagement of youth in climate advocacy through the Child Reporters initiative, and other climate change awareness activities.
  • Provide technical advice to the UNICEF Education section in the inclusion of Climate Change in school curriculum.
  • Keep up to date on climate, energy, and environment development trends, for maximum efficiency and effectiveness in programme design, management, and implementation.
  • Support new and ongoing operational research and dissemination in close collaboration with internal and external stakeholders.

Programme Management

  • Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices in WASH, to support programme implementation.
  • Provide technical support to the line Ministry to ensure accelerated results in reaching ODF South Sudan by 2030 and to ensure the reshaping of the Sanitation Strategy/Roadmap
  • Review and develop strategies for more resilient and sustainable WASH programmes in South Sudan.
  • Monitor program expenditures, progress, and challenges for Resilience programs.
  • Review progress reports for implementing partners, with travel to program locations to monitor and confirm achievements reported.
  • Manage NGO partners and private firms implementing Resilience WASH programming;
  • Prepare donor progress presentations and reports.

 

  • Provide technical assistance to integrate climate change, energy, environment and DRR into UNICEF core programmes and advocacy platforms including Finance Project Proposal Development and Renewable Energy and Greening of Programmes.
  • Develop content (stories, photos, video) for websites and social media platforms (e.g. Twitter, Facebook). Support translation between English and Korean when required.

Other duties/responsibilities:

  • Keep the Chief of CR WASH abreast of progress and potential problem areas as required.
  • Contribute to internal UNICEF monitoring reporting.
  • Other duties as defined by the needs of the role.

The following minimum requirements:

  • Education: An advanced university degree in one of the following fields is required: environmental sciences, climate change, public health, social sciences, behavior change communication, water or sanitation engineering or another relevant technical field.
  • Work Experience: A minimum of 5 years of progressively responsible professional experience at the national and/or international levels programme/project development, focused on developing countries in areas related to development cooperation in WASH climate change adaptation and mitigation, environment and socio-economic development. 
    Skills : Expert knowledge of WASH programme/project management, capacity development, and knowledge management.
  • Familiar with children’s rights and gender in the context of climate change and the environment. Knowledge of gender equality principles and gender-sensitive programming. Demonstrated experience in applying results-based management required.
  • Experience using MS Word, Excel, PowerPoint, and other UNICEF office tools.
  • Integrity and professionalism with demonstrated experience in WASH; high degree of autonomy, personal initiative, and ability to take ownership; willingness to accept wide responsibilities and ability to work independently under established procedures in a politically sensitive environment, while exercising discretion, impartiality, and neutrality; ability to manage information objectively, accurately and confidentially; responsive and client oriented.
