JOB DESCRIPTION

 

Your Role
As a Project Assistant, you will provide analytical and operational support for ARRM’s Climate Change and the Agriculture, Food,Nature, and Rural Development (AFNR) project portfolio. You will be responsible for coordinating and consolidating informationto achieve results, and support project administration and project processing activities related to loans and technical assistance (TA), knowledge work, and budget management activities. You will report to the Country Operations Head in ARRM.

You will:

  • Provide inputs in preparing and updating individual monthly and/or quarterly Project Performance Reports for loans outlining all the required details, including information related to project description/scope, status of implementation, developments, major problems, actions taken/proposed, and prepare for and observe the department’s quarterly project performance review (PPR) meetings when needed.
  • Compile data and statistics on contract awards and disbursements for the assigned projects for the generation of various reports required by the Department and Management. Monitor and analyze the actual awards and disbursements against targets to identify shortfalls and their underlying causes and follow up such matters with the Executing Agencies (EAs).
  • Provide support in mission preparation, as required, such as fact-finding, inception, review, mid-term and project completion report missions by providing support in data collection, logistics, reconciliation of project accounts, and review compliance with loan covenants. Contribute to the preparation of Aide Memoires and back-to-office reports.
  • Support the Project Team in conducting consultant recruitment for individual consultants and consulting firms. Work within ADB’s Consultant Management System and handle reviews, updates, contract variations, invoices, evaluations, and facilitate approvals for expression of interests, Requests for Proposals, and evaluation activities.
  • Process and review internal memos to ensure internal departments are consulted for minor and major changes to loan projects and support the review of TA deliverables, including knowledge products, to ensure they adhere to ADB bestpractices and style guidelines as outlined in ADB’s Handbook of Style and Usage.
  • Assist in monitoring progress of outputs and deliverables in projects/TA during implementation, for example, by following up on outstanding obligations of EA/IAs to expedite procurement/contract awards, submission of project reports, financial statements, etc.
  • Support in the analysis and preparation of recommendations on EAs’ requests for approval of changes in project scope and implementation arrangements, reallocation of loan/TA proceeds, and loan closing extension.
  • Assist in preparing recommendations on the recruitment of TA consultants and review/recommend approval of consultants selected by EAs under loan projects; as needed, contributes to the preparation of project completion reports and TA completion reports.
  • Assist in preparing procurement plans, procurement packages, cost estimates and financing plans and draft terms of reference for consulting services.
  • Support in organizing and conducting training workshops for EA/IA staff in areas relating to project administration, climate change (mitigation or adaptation), and AFNR related topics.
  • Perform other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in engineering, business administration, environmental science, climate science, social science, and other
    related fields.
  • At least 5 years of relevant professional experience, preferably with at least one year in international multilateral and/or bilateral development agencies, or in private organizations with a global presence.
  • Excellent analytical skills, with the ability to gather, evaluate, and synthesize complex data to support decision-making.
  • Strong organizational skills, with a keen attention to detail and the ability to manage multiple tasks efficiently.
  • Some knowledge of Armenian government administrative systems and procedures.
  • Some knowledge or exposure to project management principles and practices, with experience in project appraisal, design, implementation, and closeout is an advantage
  • Familiarity with climate change, environmental management, agriculture, water, food security, and natural resource management is an asset.
  • Proficiency in English, with excellent written, oral communication, and presentation skills.
  • Strong computer skills with sound knowledge of common word-processing, excel spreadsheets, PowerPoint, and database management.
  • Good analytical thinking with ability to make causal links, pro- and con- lists and analyses to reach decision and set priorities for task.
