JOB DESCRIPTION

Background

In support of the Arab Republic of Egypt’s Vision 2030 and the National Strategy for the Empowerment of Egyptian Women (NSEEW), the work of the UN Women Egypt Country Office (ECO) is grounded in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs) and the Beijing Platform for Action (BPfA).

Under the Egypt/UN Sustainable Development Cooperation Framework 2023-2027 and the Entity’s portfolio therein, UN Women implements its triple mandate of supporting normative standard-setting to advance gender equality and women’s empowerment, implementing national and grassroots programmes grounded in international norms and best practices in partnership with national stakeholders, and strengthening UN system coordination. Over two decades of work in the country has resulted in UN Women ECO consolidating its expertise, partnerships, and investments around three main areas of work: women’s leadership and system-wide support to advancing gender equality; women’s economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices.

BACKGROUND INFORMATION ON THE PROGRAMME

“Women’s Economic Empowerment for Inclusive and Sustainable Growth in Egypt” – “Rabeha”:

UN Women and UNIDO are implementing this five-year joint programme (ending in June 2025) funded by Global Affairs Canada (GAC). The programme works toward empowering women by enhancing their economic livelihoods through increased access to capacity development, self-employment, decent employment opportunities, and community support for gender equality. The programme reflects an integrated approach combining both upstream interventions at the policy level and downstream measures directly working with women and businesses to realize each of the three outcomes:

  • Outcome 1100: Increased productivity and job opportunities generated by women entrepreneurs.
  • Outcome 1200: Increased employment of women by businesses.
  • Outcome 1300: Reduced gender-specific barriers to women’s entrepreneurship and to women entering and remaining in the work force.

The Programme is implemented through partnerships with the National Council for Women (NCW), Ministry of Industry (MOI) and the Micro Small and Medium Enterprise Development Agency (MSMEDA). It also engages multiple service providers and implementing partners who contribute to the different program components.

To date, the programme has benefited more than 7400 women entrepreneurs and women job seekers who attended the different capacity building components aiming to economically empower them to join the labor market in employment or self-employment. The training programs were offered to women from seven governorates: Cairo, Giza, Alexandria, Fayoum, Beheira, Minya, and Beni Suef; and have been delivered in online, offline, or hybrid formats.

In order to ensure sustainability of the programme’s efforts, providing longer term connection and support to the graduates, and facilitate networking and sharing of resources between the programme’s beneficiaries, the programme is looking to build an online community for its graduates to be hosted on social media platforms[1] that can outlive the programme.

Main purposes of the community:

  • Maintain continuous connections between the beneficiaries of the different components of the programme, and link them to multiple stakeholders (governmental, private sector, etc.),
  • Act as a support network for the women beneficiaries of the programme who want to access the labor market, whether as employees or self-employed entrepreneurs, and inspire them to pursue their careers.
  • Information and resources sharing about available opportunities (career development, trainings, markets, partnerships, jobs, and raw material)
  • Hosting of events and activities (online or offline) that contribute to women’s economic empowerment, under the overall supervision of UN Women and NCW

Objective of the Assignment

Reporting to the UN Women Programme Specialist, under the overall supervision of the UN Women Head of Programmes, UN Women is looking to recruit a consultant to develop and maintain an engaging online community for the alumni of the Rabeha different capacity building programmes. The consultant will be responsible for creating the structure of the community, developing a Standard Operating Procedures (SOPs) for the management of the community, inviting the alumni in coordination with the service providers, content management, moderation of community interactions, and delivering a training of trainers to governmental counterparts to sustain moderation and content creation beyond the lifetime of the JP.

Duties and Responsibilities

Description of Responsibilities:

  1. Community Development
    • Design the structure of the community and lead on the selection of the hosting platform that would best achieve the objectives of the community.
    • Develop job descriptions and divide roles, identify the qualities of the needed personnel to manage and moderate the community.
    • Lead on adding all the Rabeha alumni members from the databases of graduates of different training programs in liaison with the training partners to make sure everyone is included.
    • Identify and implement initiatives to foster connections and collaboration among members.
    • Develop and execute strategies to grow and strengthen the community.
  2. Content Management
    • Curate and create relevant and engaging content, including job opportunities, access to resources, event invites, and resources relevant to both the entrepreneurs and job seekers.
    • Schedule and publish the content across all the groups/ platforms(if any) to maintain a consistent presence.
    • Monitor trends and feedback to tailor content to the interests and needs of the alumni community.
  3. Member Engagement
    • Proactively engage with members to facilitate discussions, answer questions, and provide support.
    • Host different and relevant discussions to encourage active participation among the community members.
    • Organize and promote online and offline events, community initiatives, webinars, and other activities to encourage participation and networking.
    • Encourage peer-to-peer support and knowledge sharing within the community
  4. Community Moderation
    • Create and enforce community guidelines and policies to maintain the integrity of the community and ensure a positive and respectful environment.
    • Monitor discussions and address any issues or conflicts that arise promptly and professionally.
    • Train and supervise a small team of moderators to assist in community management tasks.
    • Provide ongoing support and guidance to moderators, including regular feedback and professional development opportunities.
    • Responding to comments and queries in a timely manner.
  5. Analytics and Reporting
    • Track key metrics, such as engagement, membership growth, and content performance.
    • Analyze data to gain insights into community trends and behavior, and use findings to inform strategy adjustments.
    • Prepare regular reports and updates for stakeholders on the performance and impact of the alumni community.
  6. Creating SOPs for Community Management
    • Develop comprehensive Standard Operating Procedures (SOPs) for community management including moderation, content creation, and member engagement.
    • The SOPs need to include, but are not limited to, job descriptions and criteria for selection for the different roles needed, guidelines for content creation, guidelines for community practice, and the criteria for joining the community, etc.
    • Document best practices, workflows, and guidelines to ensure consistency and efficiency in future community management efforts.
    • Continuously review and update SOPs based on evolving community needs and feedback.
  7. Training on Community Management and Moderation
    • Develop a training manual for the capacity building of the staff of the National Council for Women (NCW) on community management and moderation in order to ensure the sustainability of the community within the NCW.
    • Deliver a three-day training for the staff to sustain the moderation and content management.
    • Lead on the assessment and the selection of moderators who will sustain the efforts.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 100% (100 points)

  • Criteria 1: Bachelor’s degree in communications, marketing, business administration, international development or another relevant science area (15 points).
  • Criteria 2: At least 4 years of relevant work experience including experience in launching community initiatives, developing community building strategies, managing online communities (25 points).
  • Criteria 3: Knowledge and understanding of how to best capitalize upon existing social media platforms (20 points).
  • Criteria 4: Experience in tracking relevant community metrics and analyzing engagement metrics (20 points).
