Unit Context:

ITSBA Context

The ITS Business Administration Department (ITSBA) is a central pillar in the World Bank Group’s IT, responsible for managing the business of ITS. ITSBA serves as a strategic catalyst, navigating IT transformation, endorsing agile and lean methodologies, and sculpting the IT workforce blueprint. It champions stringent governance, proactive risk management, and unwavering compliance with policies and standards, while also ensuring meticulous financial oversight of IT resources. ITSBA is the driving force behind organizational change and transformation efforts, instilling a culture of innovation and continuous learning. ITSBA is responsible for equipping the IT workforce with the necessary skills to address both present and future technological advancements and managing strategic sourcing and vendor management.

ITSFM Context

The ITSFM unit is responsible for providing transparency, accountability, and strategic planning for IT financial, sourcing, and vendor management activities, enabling data-driven decisions and enhancing cost efficiency, and maximizing value. Through continuous improvement and financial planning, ITSFM supports the delivery of sustainable value from IT investments. Services include financial planning, budgeting, cost management, analytics, sourcing advisory and operation, contract management and vendor partnerships.

The management of IT contracts follow a federated model where multiple IT units manage the daily administration of the contract and service delivery while maintaining a centralized governance to ensure consistency, compliance, and alignment with strategic objectives. To further optimize contract management processes, ITSFM is integrating lean and agile practices to increase efficiency, reduce waste, and improve responsiveness to changing business needs. To support this initiative, ITSFM requires an IT Contract Officer focused on the governance and standardization of IT goods and services contracts.

 Objectives of the Assignment

The IT Contract Management Analyst will provide support for implementing and overseeing governance frameworks for IT goods and services contracts, with a focus on IT Software, ensuring compliance with organizational policies, and promoting the adoption of lean and agile practices across the contract management lifecycle. The role involves close collaboration with various IT units to standardize processes, enhance efficiency, and ensure that all contracts contribute to the organization’s strategic goals.

Scope of Work

As a part of the Contract Management and Vendor Relationships team the IT Contract Management Analyst will perform the following tasks:

1.Governance and Compliance Support:

•Assist in the implementation of governance frameworks for IT contracts across the organization.

•Support efforts to ensure contracts comply with legal requirements, organizational policies, and industry standards.

•Conduct regular audits of contracts and document findings.

•Maintain a centralized repository for contracts to support transparency and oversight.

2.Lean and Agile Support:

•Support the integration of lean principles into contract management processes by assisting in the identification of inefficiencies to optimize resource use

•Apply agile methodologies to enhance flexibility in contract management practices.

•Collaborate with cross-functional teams to identify process bottlenecks and implement continuous improvement initiatives.

•Monitor and report on the impact of lean and agile practices on contract performance and outcomes.

3.Stakeholder Collaboration:

•Work closely with team members, department heads, procurement teams, legal advisors, and IT specialists to ensure that contract management practices align with organizational goals.

•Provide training and support to teams across the organization to promote the adoption of lean and agile practices in contract management.

•Serve as a point of contact for resolving routine disputes or issues related to IT contracts, escalating complex matters as required.

•Facilitate communication between centralized governance and decentralized contract management teams under supervision.

4.Software Contract Cost Optimization Support:

•Analyze software usage and licensing data to identify opportunities for cost optimization.

•Recommend contract modifications, renewals, or terminations based on usage patterns.

•Collaborate with finance and IT teams to gather data for forecasting software licensing costs and budgetary needs.

5.Vendor Management Support:

•Review the performance of key IT vendors, ensuring that contractual obligations are met and that relationships are managed effectively.

•Assist in the negotiation of contract terms with vendors, under the direction of senior staff.

•Monitor vendor compliance with contract terms and performance metrics.

6.Reporting and Documentation:

•Prepare regular reports on the status of IT contracts, including compliance, risk assessments, and the impact of lean and agile practices.

•Document best practices and lessons learned under the guidance of senior team members.

•Provide insights and recommendations to senior team members on contract governance and process improvements.

 

Selection Criteria

 

Education:

•Bachelor’s degree in business administration, Law, Information Technology, or a related field or Master’s degree with 2 years relevant experience OR equivalent combination of education and experience.

•Certification in IT contract management (e.g., CTPM, CPCM) and Microsoft Certified Licensing Solutions Expert is a plus.

•Knowledge of lean and agile methodologies is desirable.

Experience:

•Experience in contract management, procurement, or a related field, preferably in IT.

•Proven experience in managing Microsoft licensing solutions, including Enterprise Agreements (EA), Microsoft Products and Services Agreement (MPSA), Cloud Solution Provider (CSP) agreements, and other Microsoft licensing programs.

•Exposure to governance frameworks and contract management in a federated model is beneficial.

•Familiarity with lean and agile practices in contract management or related processes is an advantage.

•Experiencing with IT goods and services contracts, including, Software, Cloud services, Hardware, and Labor

Skills:

•Competence with IT goods and services procurement processes.

•Strong communication and stakeholder management skills.

•Familiarity with IT contract management and negotiation is preferred.

Reporting and Supervision

The IT Contract Analyst will report directly to the Senior Information Officer of the Contract Management and Vendor Partnership Team under the IT Financial Management Unit and will work closely with various departments, including IT, legal, and procurement teams.
