Background:

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

In response to the ongoing emergency response, NRC is setting up a roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected communities.

Specific Responsibilities:

  1. Implement ICLA projects in accordance with agreement applicable to the grant from the donor(s) and NRC principles and ways of work.
  2. Supervise and train the ICLA project team focusing on efficient planning, coordination, implementation, monitoring and evaluation of the project activities
  3. Plan and follow the project activities with the team such as field assessments, information campaign on Housing Land and Property (HLP), Legal and Civil documentation (LCD) as well as other ICLA thematic areas pertinent to the protection of IDP and other PAD rights,
  4. Provide and support the ICLA team in providing individual legal counselling and legal assistance, Collaborative disputes resolution on HLP and other ICLA thematic pertinent to the context,
  5. Develop and plan the training of IDP committees and actively identify key advocacy messages.
  6. Ensure activities are in line with budget lines and limitations.
  7. Monitor, evaluate and suggest changes and improvements, including identification of new project areas, based on observations and discussions with the ICLA staff, partners and the PC.
  8. Conduct regular project team coordination meetings and prepare bi-weekly, monthly summary reports as well as assessment and post distribution monitoring reports.
  9. Conduct regular meetings with beneficiaries, community management committees, local authorities and partners on HLP, LCD and other related issues.
  10. Document technical issues and questions, and report to the PC.
  11. Ensure the ICLA database in the location is update and well fulfilled
  12. Keep the “eviction risk mapping” updated
  13. Provide, in consultation with field teams, recommendations on advocacy actions and response mechanisms taking into account gender
  14. Represent NRC in Protection Cluster, Shelter Cluster, durable solutions working group in consultation with the ICLA PC
  15. Initiate and lead the HLP working group meetings as delegated by the ICLA Project Coordinator
  16. Be updated on local and national news and provide briefings to NRC staff on relevant information
  17. Be alert to the security implications of NRC’s activities relating to ICLA, protection and Human Rights concerns
  18. Assist the PC in any additional study or tasks.

Skills & Experience:

  • Bachelor’s degree in law, Human Rights, Social Sciences, or a related field.
  • Minimum of three years of experience in managing legal aid, protection, or ICLA projects in a humanitarian or development context.
  • Strong understanding of the legal framework and rights of refugees, returnees, and internally displaced persons in Somalia.
  • Proven experience in project management, including planning, budgeting, implementation, and M&E.
  • Experience in capacity building, including training staff and partners in legal and protection issues.
  • Excellent interpersonal, communication, and negotiation skills.
  • Ability to work in complex and volatile environments, with a strong sense of adaptability and resilience.
  • Proficiency in English (both written and spoken); knowledge of Somali is an advantage.
  • Strong report-writing skills and the ability to analyze and present data effectively.

Contract: Temporary, with deployment during emergencies as needed

N.B: This is a temporary assignment focused on emergency response. Selected candidates will be deployed as needed during emergencies with short-term employment contract.
