What We are Looking For

NRC Iraq is looking for an Education and Youth Programme Development Manager to join the mission. The role holder will be responsible for designing, developing and implementing the Education programme in the country office. They will also be responsible for technical and strategic development of the Education & Youth CC and provide strategic direction and quality assurance for NRC programming. In addition to mentoring, training, and capacity-building staff, they will have a lead role in coordination, and actively contribute to advocacy as well as programme design and proposal development for the fundraising for the CC.

What You Will Do

  • Develop/update CC strategy, technical SOPs / guidelines and Macro LFAs.
  • Compliance and adherence to NRC policies, CC tools, handbooks and guidelines.
  • Responsible of development and manage funding proposal, project budgets and donor reports.
  • Overall management of project staff.
  • Coordinate and manage CC project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

What You Will Bring

  • Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.
  • Technical Education expertise, in particular non-formal Education, youth programming.
  • Good understanding of key technical standards (INEE, CSG, SIP, gender mainstreaming, PSS, humanitarian principles etc.) with the ability to integrate into response programming.
  • Fluency in English, both written and verbal.
  • Fluency in Arabic, both written and verbal.
  • Strong project management skills, including project design, budgeting, and reporting.
  • Proven experience in leading and managing teams.
  • Excellent communication, networking, and partnership-building skills.
  • Demonstrated ability to develop and implement MEAL frameworks.
  • Experience in proposal writing and resource mobilization.

What We Offer

  • Mosul or Dohuk, Iraq duty station.
  • 6 months (Renewable, depending on funding, performance and need for the position).
  • 50% travel, to field locations.
  • Senior Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package.
