PROJECT BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries development priorities.

Peru’s progress in advancing the implementation of its climate policy has been slow, with the country’s greenhouse gas (GHG) emissions, excluding land use, land-use change, and forestry (LULUCF), increasing by 90% from about 54 MtCO2eq in 1990 to 109 MtCO2eq in 2021. Simultaneously, Peru’s economy and its population are highly vulnerable to climate change, especially water and food insecurity.

Peru faces significant barriers to addressing climate change, including limited institutional capacity to integrate environmental, social, and climate considerations into financial planning and public debt tools; a local financial sector unable to effectively screen and mitigate climate risks; these challenges affect the MEF, the Ministry of Environment (MINAM), the Superintendence of Banking, Insurance, and Private Pension Funds Administrators (SBS), and the Superintendence of Securities Market (SMV), as well as local financial institutions. Similarly, the lack of mechanisms to integrate climate change considerations into Public Private Partnerships (PPPs) mainly affects ministerial agencies in different sectors and regional or local governments in Peru. This context exposes a constrained institutional ability to tap into international climate funds like the GCF. As a result, the country’s climate action, sustainable development, and infrastructure resilience efforts are hindered, making it more vulnerable to the impacts of climate change and the impact on ecosystems (and the ecosystem services they provide).

The GGGI program aims to support the Government of Peru to boost climate finance efforts by delivering a set of complementary workstreams:

  • Workstream 1: Building the institutional capacity of the Ministry of Economy and Finance, the Ministry of Environment, and the Superintendence of Banking, Insurance, and Private Pension Funds Administrators (SBS) to integrate environmental, social, and climate change considerations into public debt instruments, financial planning, and regulation.
  • Workstream 2: Greening Peru’s financial market.
  • Workstream 3: Developing a strategic framework for low-carbon, climate-resilient PPPs.
  • Workstream 4: Accelerating access to the Green Climate Fund.

An Expert Consultant in Gender, Equality, and Social Inclusion (GESI) and Environmental and Social Safeguards (ESS) is required to support the GGGI team in the implementation of the 4 workstreams of the project.

OBJECTIVES OF THE ASSIGNMENT

(1) General Objective

The Consultant shall ensure the integration of GESI and ESS considerations into the four workstreams stated in this project. To this end, the Consultant will support the GGGI project team to strengthen Peru’s capacity to achieve its NDC targets by integrating GESI analysis and specific outcomes of the project, including the support of Local Financial Institutions (LFIs) and other stakeholders.

  • Ensure that GESI and ESS considerations are integrated into all consultancy services under the 4 workstreams of the project.
  • Integrate GESI and ESS standards, concepts and considerations into the training programs planned for the project, such as the Sustainable Banking Training Program and the Sustainable Finance Training Program, or others in which the project may participate.
  • Produce regular reports and recommendations to incorporate international best practices in integrating GESI and ESS considerations into the activities included in the project outcomes, according to the national context.
  • Ensure that all recommendations for institutional improvements (draft legislation, plans, management documents, etc.) produced during project implementation include GESI and ESS considerations.
  • Analyze and report to the GGGI team to validate that all project activities are aligned with the GESI and ESS considerations defined in the GGGI and GCF policies.
  • Support to Project´s stakeholder to integrate GESI considerations.
SCOPE OF WORK
  • Prepare a monthly report for the GGGI team and the NDA on their activities and inputs related to all activities and consultations to be carried out under the 4 Workstreams (specifying to which Outcome and Activity it corresponds). In particular, the following activities will be emphasized:
    • Analyze and review consultancy results to develop the methodology for climate and gender tagging in the national public budget system. Ensure this methodology incorporates GESI criteria as expected by the GGGI team and the NDA.
    • Analyze and make recommendations to consultancy related to the development of regulatory proposals to foster the implementation of a climate-smart Public-Private Partnership (PPP) mechanism to address the GESI approach. In addition, such recommendations should include the preliminary structure of a climate-smart PPP project.
    • Support GGGI staff in integrating GESI standards, concepts and concerns into Sustainable Finance and Green Banking training programs. Also, participate in designing and delivering workshops as needed.
    • Support the gender mainstreaming of the Environmental and Social Management Systems and Credit Lines to be developed under the project.
  • Support the GGGI team in working meetings on request, as well as in the preparation of presentations and working documents that require the integration of GESI considerations into the project’s activities.
PAYMENT SCHEDULE

This is a daily fee consultancy. Please note that payments will be disbursed monthly, based on a proven track of worked days by the consultant and progress report of the activities to achieve the expected GCF project deliverables. It is expected that the Consultant will work a maximum of 225 days during the period of the contract. Monthly reports will be reviewed and approved by the GGGI project manager and the Andean GESI Associate. Final approval is granted once the corrections suggested in the review process are implemented.

COORDINATION AND COMPLIANCE
  • The consultant will work with the GGGI staff project and will report to the Project Manager. If necessary, the consultant could receive feedback from GGGI’s Andean GESI Associate to incorporate into his or her tasks.
EXPERTISE REQUIRED
  • Master’s degree or equivalent in Gender Studies, Anthropology, Sociology, Social Development, Public Policy, Economics, Human Rights or other relevant degree.
  • At least 7 years of relevant professional experience designing and implementing GESI strategies and activities under the framework of sustainable development projects and programs and/or in Readiness and Preparatory Support Green Climate Fund.
  • At least 3 experiences implementing environmental and social safeguards as part of the due diligence of projects and programs. Experience with GCF or GEF projects would be desirable.
  • Demonstrated experience of working with vulnerable populations.
  • Demonstrated experience implementing environmental and social safeguards as part of the due diligence of projects and programs.
  • Familiarity with Peru’s NDCs, climate change and environmental, social inclusion and gender policies.
  • Proven capacities to facilitate participatory processes, workshops and working sessions with stakeholders.
KNOWLEDGE AND SKILLS
  • Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels.
  • Skills in working with multidisciplinary groups.
  • Negotiation, promotion, and conflict resolution skills.
  • Fluency in Spanish and English.
