Period: 12 months (September 1, 2024 – August 31, 2025)
The overall purpose of the role:
DRC is dedicated to identifying conflict sensitivity needs and issues from the perspective of those living in conflict areas and helping them find peaceful ways of co-existing. This includes community engagement, peacebuilding, and promoting social cohesion through programming that engages communities in conflict resolution and peacebuilding initiatives. These initiatives may take various forms such as Community Safety Planning, Conflict Mediation training, and Youth Campaigns in targeted locations.
DRC is seeking a dedicated Peacebuilding and Community Engagement Specialist to support the planning and implementation of DRC’s peacebuilding initiatives in Central Darfur and South Darfur. The successful candidate will lead the implementation of all peacebuilding activities under the SIDA/SDC-funded project entitled ‘Building Resilience and Supporting Solutions to Displacement in Central Darfur’. DRC is leading this project in consortium with Save the Children and Mercy Corps. The Conflict Sensitivity & Peacebuilding Specialist will coordinate with the Consortium Coordinator, Area Programme Manager, Technical Coordinators, and key stakeholders to ensure consistent standards are applied across social cohesion activities, focusing on mainstreaming conflict sensitivity throughout the project. This role involves developing and implementing a robust conflict sensitivity system and the technical management of Conflict Sensitivity and Peacebuilding Officers in field locations.
Additionally, the Peacebuilding & Community Engagement Specialist will lead conflict analysis-related assessments in the target locations and support project monitoring, evaluation, and reporting. S/He will also contribute to fundraising efforts for the potential scale-up of peacebuilding initiatives in Central and South Darfur. The Specialist is expected to mentor and conduct capacity building for area-based DRC and partner staff.
Responsibilities
Technical Assistance and Program Development

Provide technical assistance in developing peacebuilding and conflict resolution strategies and programs.

Design and implement peacebuilding and conflict resolution interventions in various states.

Support research and intervention-based assessments on conflict and peacebuilding issues in target states.
Monitoring and Evaluation

Implement monitoring and evaluation systems for peacebuilding and conflict resolution programs.

Support the MEAL department in establishing relevant M&E mechanisms for social cohesion and community engagement activities.

Generate qualitative and quantitative data for reporting purposes and collaborate with the MEAL Team Leader to design MEAL processes relating to peacebuilding.

Stakeholder Engagement and Partnerships:

Engage with stakeholders to build relationships and facilitate partnerships in conflict mediation and peacebuilding.

Act as the focal point for all Peacebuilding and Conflict Sensitivity program liaisons with DRC sectors in Central and South Darfur and external partners.
Capacity Building and Training

Provide technical support and guidance to the Area Programme Manager, Peacebuilding teams, and other teams implementing integrated peacebuilding programming through training, ToT, and technical reviews of workplans.

Organize and conduct training and learning workshops on peacebuilding, social cohesion, and conflict mediation.

Develop tools, facilitate training/workshops, and provide technical support on programming decisions.
Program Coordination and Integration

Work closely with DRC Protection, Food Security and Livelihoods, Early Recovery, and other Technical Coordinators to identify opportunities for complementary or integrated programming, including specific funding opportunities.

Participate in project review meetings with the Consortium Coordinator, Area Programme Manager, Technical Coordinators, and key stakeholders to reflect on progress, identify necessary program adaptations, and ensure these adaptations are implemented.
Conflict Sensitivity and Context Analysis

Ensure understanding and adoption of conflict sensitivity concepts and approaches across all DRC interventions in Central and South Darfur.

Conduct context and conflict analysis for and with field teams, identifying potential conflict sensitivity challenges and opportunities.

Facilitate reflections with field teams on these challenges and opportunities.

Profile and collect relevant data on drivers/triggers of conflict and community tensions in the Central and South Darfur area of operation.

Update the Area Manager on any information related to conflict triggers, possible peacebuilding initiatives, and social cohesion strengthening.
Reporting and Learning

Lead the reporting of community engagement and peacebuilding activities.

Promote a culture of learning within the team by actively sharing challenges and lessons learned.

Ensure comprehensive impact assessments of community engagements and peacebuilding initiatives are carried out.
Technical Oversight

Provide guidance and recommendations on conflict sensitivity programming to DRC and implementing partners.

Work closely with the DRC mobile protection teams in carrying out conflict assessments in newly accessible areas.

Ensure that conflict assessments are updated and shared with relevant DRC staff.
Education/qualifications:

A minimum of master’s degree in conflict management, peacebuilding, conflict prevention, development studies, and social sciences or other relevant fields, or relevant working experience

Qualified females are strongly encouraged to apply.
Experience and Competencies

A minimum of 7 years of working experience providing technical guidance and training within the peacebuilding, conflict sensitivity, or similar sectors

Extensive understanding of working on issues related to peacebuilding, conflict sensitivity, community-based approaches, awareness-raising, and development of policy recommendations

Minimum 5 years of project management experience at the program implementation level

Demonstrated experience ensuring conflict-sensitive programming at the program implementation level

The ability to translate and develop realistic strategic plans that shape programming

Experience coordinating across departments and sectors at field and country office levels.

Experience designing and delivering training of trainers (ToT) sessions

Experience designing and/or managing the delivery of MEAL plans

Experience with the liaison with donors and Government authorities

Experience in working in complex and politically sensitive contexts

A team player – able to demonstrate a constructive, cooperative, and problem-solving approach

Ability and flexibility to understand the cultural and political environment
Languages: (indicate fluency level)

Fluency in English

Ability to work in Arabic is an asset
