About this position

The Health and Social Protection Division (SCL/SPH) is looking for an experienced project manager to support the implementation of the Pan-American Highway for Digital health.

The Social Sector (SCL) has a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the challenges of development in Latin America and the Caribbean. Together with the countries of the region, the Social Sector builds public policy solutions to reduce poverty and to improve the education, work, social protection and health services that citizens receive. The Sector’s work aims to promote a more productive region with equal opportunities between men and women and with greater inclusion of the most vulnerable populations.

You will work in the Social Protection and Health Division (SPH) which is responsible for the preparation and supervision of the IDB’s operations in borrowing member countries in the areas of social protection (safety nets and transfers and social inclusion services including: early childhood development, youth programs, care services, and others). health (health capital investment strategies, strengthening of health networks, financing of the health system, organization and performance, etc.) and nutrition.

Related to the digital agenda, SPH seeks to promote digital technology to create better health and social protection services that meet the individual needs of the people of LAC. In 2018, the Bank endorsed the nine Principles for Digital Development to promote development outcomes through more sustainable and socially beneficial digital methods. SPH translated these principles into its strategic areas of action and promotes the digital transformation of health and social services through a series of resources and solutions available on the Social Digital site.

In 2024, the IDB, PAHO and the Government of Japan launched the Pan-American Highway for Digital Health Initiative (RG-T4546). The main objective of this technical cooperation is to enable quality, safe, and efficient regional digital healthcare services and strengthen regional resilience to epidemics and public health emergencies by establishing the Pan-American Highway for Digital Health. Specific objectives include 1) establishing a harmonized legal framework and secure regional digital infrastructure required for cross-border data exchange; 2) improving country readiness to implement cross-border digital health services; and 3) empower individuals to access and share their health data, providing them with greater control of their health. Within the framework of the Project RG-T4546, Paving the Pan-American Highway for Digital Health, we seek to hire consulting services for Project Management of the Initiative.

What you’ll do:

  • Review the documentation and background of the Pan-American Highway project plan and participate in the immersion instances with the SPH team to collect the necessary inputs for the development of the consulting functions.
  • Provide senior level leadership and oversight to the initiative including both programmatic and technical aspects
  • Develop and maintain project plans, budgets, and schedules for the PH4H initiative in consideration of other initiatives adjacent to or supporting the PH4H initiative, based on best practices, that includes, among others: critical path, risk and mitigation analysis, stakeholder analysis, etc
  • Review proposals or work plans from service providers to determine if they comply with best practices, time frame, constraints, requirements, and processes for executing activities in all phases of the project.
  • Monitor project activities and ensure that project objectives are met and in line with business objectives.
  • Oversee procurement processes and timelines in accordance with IDB policies and procedures
  • Assist the team leader in directing and coordinating the activities of the project staff to ensure that the project progresses on schedule and within budget.
  • Work with key stakeholders including IDB, PAHO, member countries, partners, and leadership of related initiatives to ensure alignment and collaboration.
  • Coordinate and monitor project activities.
  • Manage relationships with partner organizations such as IDB who provides expert resources and contracts with vendors such as consultants providing subject matter expertise.
  • Support PH4H governance structures and processes including with funders, the Governance Working Group, the Partnership Working Group, and related initiatives.
  • Work and collaborate with other members of the initiative team to successfully develop cross-border interoperability of health information
  • Provide ongoing reporting to IDB and PAHO
  • Continuously evaluate project management performance to identify improvements.
  • Responsible for the document management of the project and prepare annual reports for donors as well as updates to IDB internal platforms

What you’ll need

  • Education: Master’s degree in engineering, health sciences, economics, or related fields. Bachelor’s degree or equivalent work experience. Current training and certification in project management (i.e. Project Management Professional (PMP) or Certified Scrum Master (CSM)).Specific training in Project Management and/or Management of Health or Technology Projects (or equivalent advanced degree).
  • Experience: At least 10 years of progressive experience in project management and/or program management in the healthcare sector or digital transformation in any sector at the international level. Experience in digital health will be valued.
  • Languages: Advanced writing, communication, and presentation skills in Spanish and English. Additional skills in Portuguese and French will be valued.

  • Broad knowledge and understanding of business needs, with the ability to establish and maintain a high level of trust among stakeholders.
  • Strong organization, time, and task management skills.
  • Ability to work on multiple projects or initiatives simultaneously, prioritize and reprioritize work as needed in a flexible, cooperative, and fast-paced manner.
  • Strong analytical and problem-solving skills.
  • Focus on customers and manage concurrent projects involving a wide range of stakeholders

Requirements:

  • Citizenship: You are a citizen of one of our 48-member countries.
