Under the broader framework of the Sustainable   Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting Afghan people’s aspiration for peace, prosperity, and sustainability through a flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. To support UN joint programming in the provision of basic human needs, a Special Trust Fund for Afghanistan (hereinafter referred as the Fund or STFA) was established on 20 October 2021.

The Fund serves as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the UN joint programmes initially developed using the ABADEI Strategy which was tied to the UN Transitional Engagement Framework (TEF). Current programming is guided by the United Nations Strategic Framework for Afghanistan (UNSFA), a successor document to the TEF, which serves as the strategic planning framework for the United Nations in Afghanistan. The Steering Committee is the decision-making structure for the Fund while the Multi-Partner Trust Fund Office (MPTF Office) acts as the Administrative Agent. The Trust Fund Management Unit (TFMU) is the Fund Secretariat for STFA and is the entity responsible for the operational functioning of the Fund and provides technical and management support to the Steering Committee. The STFA is strategically positioned to become part of the One UN Funding Framework from 2023 and is directly supervised by the Resident Coordinator while UNDP provides administrative support to the Secretariat, TFMU.

Under the direct supervision of the Communications Specialist, the Communications Analyst will provide technical assistance and support in (1) communicating STFA’s results and activities; (2) contribute material for social media presence through social platforms managed by the Fund; (3) produce information/communication products to increase the awareness of the Fund’s activities among stakeholders, donors, and the public; and, (4) keep abreast of latest updates related to the Fund and support knowledge sharing and management among STFA stakeholders.

Duties and Responsibilities
Ensure effective implementation of internal/external communication strategies and outreach and contribute to their development.
  • Contribute to the communication of STFA results and progress to its audiences using the most effective tools and channels including social media and regularly monitor communication platforms to ensure that the latest and up-to-date information is reflected.
  • Contribute to the TFMU in the development and implementation of standardized templates with donor taglines for reporting on events, workshops, training sessions, as applicable.
  • Develop success stories and provide relevant inputs for the development of newsletters and website articles for the Fund.
  • Undertake field visits to produce high-quality digital media content (videos and photos) with strong and impactful narratives.
  • Produce high-quality photography, videography, and other digital media products for the Fund when needed.
  • Performs other related duties as required.

Facilitate in leading the effort of STFA’s knowledge management and dissemination.

  • Support development and implementation of a stakeholder engagement approach, including an up-to-date list of STFA stakeholders, and maintain effective relations with all stakeholders to encourage their support to STFA programming activities.
  • Facilitate liaision with the STFA programme teams and respective PUNOs communications teams to ensure a cooperative approach towards communications and that STFA activities are reflected in the online and mass media.
  • Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities.
  • Work with the STFA programme teams to ensure all knowledge products are captured, updated, readily available and in the right order, as and when necessary.
  • Promote knowledge management and knowledge sharing through maintaining the TFMU communications site with easy access to all STFA publications and knowledge resources.
  • Performs other related duties as required.

Provide technical guidance to STFA digital communications that includes social media, website, intranet, and web-based knowledge management system.

  • Provide support in implementing the STFA communication strategy.
  • Provide support to meetings including STFA Technical Coordination Working Group (TCWG) meetings, Steering Committee meetings, and TFMU meetings with donor representatives.
  • Support event planning to promote the Fund’s messages among stakeholders, and beneficiaries.
  • Performs other related duties as required.

Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalent) in Communication, Journalism, International Relations, or Public Administration, is required.  Or
  • A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in public relations, advocacy, or communications. Experience in the use of computers and office software packages (MS Word, Excel, etc.). and advanced knowledge of web-based management systems such as ERP.
  • Proven experience with software tools e.g. Canva, used in designing and creating infographics, presentations, and reports is required.
  • Proven experience in performing communication functions in an international organization or UN Agency is required.
  • Demonstrated expertise in managing communications sites using Microsoft SharePoint or other online platforms is desirable.
  • Previous experience of working with local non-governmental organizations,  civil society organizations and community-based groups is desirable.
  • Prior experience with multi-partner trust funds or consortia and/or multi-million joint programmes or large programme portfolios is desirable.
  • Working experience with diverse and multi-cultural teams is desirable.

Required Languages:

  • Fluency in English – both written and oral is required.
  • Fluency in the local language Dari and/or Pashto is required.
  • Knowledge of another UN language is desirable
