The Governance Global Practice 
 
The Governance Global Practice brings together professionals in procurement, financial management, taxation, public management, regulatory policy, transparency, digital governance, law and development, anticorruption and social accountability to develop innovative, integrated solutions to pernicious institutional problems. The Governance Global Practice engages on core and cross cutting themes including Public Financial Management; Subnational/decentralization; State Owned Enterprises/Corporate Governance; Tax Administration; Fiduciary Assurance; Public Institutions; GOVTECH, Anticorruption, Open Government and Political Economy.
 
EGVPF is a Global Unit under the Global Practice responsible for issues related to corporate financial reporting, Public Financial and Investment Management, standards and codes around transparent financial management in public and private sectors, corporate governance, SOEs, domestic resource mobilization and fiduciary assurance etc.
 
Public Expenditure and Financial Accountability (PEFA) Program
 
The PEFA program aims to strengthen public financial management and accountability systems and improve knowledge of the quality and scope for improving public financial management performance. The program seeks to achieve this objective through the application of PEFA assessment methodology, performance reports, research, analysis, and application of PEFA results, and complementarity with other public sector analyses. The PEFA methodology has been used about 800 times in 155 countries and around 67 % of all PEFA Assessments are regularly published on PEFA Website.
 
The PEFA program operates through a World Bank administered multi-donor trust fund. It is directed by a Steering Committee comprising eight partner organizations: the World Bank, International Monetary Fund, the European Commission, French Ministry of Foreign Affairs and Development Agency (AFD), Norwegian Ministry of Foreign Affairs, Swiss State Secretariat for Economic Affairs, The Ministry of Finance of The Slovak Republic and The Ministry of Finance of the Grand-Duchy of Luxembourg. The PEFA Secretariat supports the Steering Committee in the monitoring, maintenance, and development of the program. It also supports users of the PEFA methodology through advice, guidance, training, research, and information.
 
The PEFA program has been in operation since 2001. The fifth phase of the program commenced in April 2017 and finished in end 2023. It has been extended into subsequent phases to the sixth phase.
 
The ETC will work under the leadership of Head of PEFA Secretariat and reports to the EGVPF Practice manager.
 
Duties and Accountabilities:
 
Technical work of the Expert at the PEFA Secretariat, includes:
 
• Undertaking technical quality/peer reviews of planned and draft applications of the PFM Performance Measurement Framework, including PEFA Climate, PEFA Gender and Service delivery leading to issue of PEFA Check quality assurance endorsement, on a demand basis (This is the primary responsibility of the candidate and PEFA staff spend significant amount of their time on this, particularly focussing on French language reports).
• Gathering information, undertaking research, examining and reporting back on the application of the PEFA Framework (including PEFA Climate, Gender, Service Delivery), to ensure consistency of application and robustness of the Framework, use and impact of the assessments made, synthesis/analysis of the results showing progress achieved.
• Supporting users of the PEFA Frameworks in the evaluation process, peer learning, tracking progress, research etc.
• Plan, design and conduct dissemination and training activities. 
• Develop and implement new initiatives to expand and strengthen the impact of the PEFA program in line with its objectives.
• Coordinating the management of relationships with stakeholders.
• Supporting PEFA Steering Committee organization including preparation of related reports. 
• Conducting several learning events;
• Identifying and preparing notes on “success stories”, best practices and useful information relating to conducting PEFA assessments.
• Conducting studies, supporting external assessments, collecting and analysing data and information;
• Contributing to the review of training material.
 
Any other task or responsibility that the Head of PEFA Secretariat may reasonably assign.

 

Selection Criteria

• S/he will hold a relevant qualification, at Master’s degree level or equivalent (such as Finance, Commerce, Management, Chartered Accountant or ACCA) and certificate / diploma in Public Financial Management.
• Sound understanding of the PEFA PFM Performance Measurement Framework and it’s application.
• Good knowledge of PFM Tools and their applications.
• An interest in and ability to interact in areas linked to public financial management, with stakeholders from various geographical and cultural backgrounds;
• An ability to manage a heavy workload and work efficiently within a team and manage complex duties with minimum supervision, while meeting deadlines;
• An ability to draw up a variety of documents, including training and communications material;
• An ability to communicate clearly on technical issues, including during on-site and online training for experts responsible for implementing PEFA methodology.
• A perfect command of written and spoken French and English; Knowledge of Portuguese and/ or Spanish are added advantage.
• Excellent interpersonal skills.
