Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

ABOUT THE MISSION

Under the management of the Consortium Coordinator and the technical supervision of the MEAL and Emergency Coordinators, the Operational Information Manager is in charge of:
  • Setting up operational information strategy and tools (specifications, tools design, data centralization, quality assurance).
  • Training operational teams to use the tools and templates.
  • Producing maps, visualization and infographics for reporting, external information and advocacy.
  • Analysis and creation of products based on other program data.
The OIM will support the Consortium Coordinator with two consortia (BHA and ERM ECHO) implemented in Sudan.
To achieve these tasks, the OIM works in close coordination with the SI Desk, Consortium Coordinator (line manager), MEAL Coordinator (technical manager), Emergency Coordinator (technical manager) Consortium Grants Officer, Deputy Head of Mission for Programs, Support Coordinators (Finance, Logistics, HR), Technical Coordinators as well as Field Coordinators.

ISSUES AND SPECIFIC CHALLENGES

  • The position and Consortium unit is new, and most processes need to be streamlined or improved.
  • The ERM Consortium is aiming at setting a new Emergency Response program in the Darfur states of Sudan, with the creation of SOPs, tools and processes.

PRIORITIES ON THE 2-3 FIRST MONTHS

  • Create and support the IM strategy
  • Design the systems and procedures
  • Support the Consortium Coordinator in the MEAL coordination and management of two major consortia in Sudan

SECURITY CONSTRAINTS

  • Level 2 in N’djamena, Level 4 on the field

ABOUT THE JOB

GENERAL OBJECTIVES

1. Strategic orientation

  • Participate in developing an information management strategy in accordance with SI’s policies and priorities for the intervention country.
  • Participate in writing project proposals paragraphs on information management and budgets for IM resources needed including software and platforms.

2. Information systems

  • Design and maintain information systems and associated procedures for the two consortia projects;
  • Lead information management and regular quality control of program data, with the objective of ensuring technical quality.
  • Lead archiving and back up of instruments/tools developed and information generated.
  • Contribute to information requested by program teams, respecting the appropriate formats (reports, maps etc.).
  • Support consortia collaboration and data/tools harmonization efforts with partner organizations.
  • Lead development of Indicator Performance Tracking systems for MEAL PMs to use.
  • Support designing and roll out of staff information management aspect capacity development and training plan in line with the mission MEAL strategic pillar of human capacity development.

3. Data collection, analysis and reporting

  • Support mission data collection instruments/tool and database development and harmonization in line with country MEAL strategy across all bases in collaboration with MEAL PMs, Coordinator and program teams.
  • With support from MEAL Coo and in close coordination with MEAL PMs, identify data analysis processes for the harmonized/standardized data collection tools/variables.
  • With support from MEAL Coo, identify what components/data is needed to conduct effective aggregate analysis of harmonized/standardized data variables and where appropriate/applicable, conduct aggregate data analysis of the harmonized/standardized data variables.
  • Contribute to information need for program and strategic reporting.

4. Data quality and protection assurance

  • Support the MEAL Coo in planning and conducting DQA and MEAL system assessment processes.
  • Support MEAL Coo in promoting appropriate data usage following data quality and data protection policies.

5. Training and management

  • Identify technical training needs of teams related to IM (use of interactive dashboards, Maps and GPS, database and data collection tool usage etc.,).
  • With support of MEAL Coo, lead partners during onboarding of new and harmonize tools and processes.

6. Data visualisation and mapping

  • Lead the development of project specific (PDM, registration, surveys etc.,) and mission-wide progress interactive dashboards from multiple databases.
  • Support in production and updates of maps.

7. Other MEAL-related support

  • Support the Consortium Coordinator and Consortium Grants Officer with other MEAL-related tasks for the two consortia: review and compilation of indicators and targets, review of the assessments and learning materials, review and follow-up of the PDM etc.

YOUR PROFILE

DIPLOMAS

  • A Bachelor or Master’s degree in a related area.

EXPERIMENT IN THE HUMANITARIAN SECTOR

  • 0-2 years

EXPERIMENT ON SIMILAR POSITIONS

  • 0-2 years

TECHNICAL SKILLS

  • Experience in creating and supporting information management systems (IT professional or experienced MEAL professional)
  • Experience in development and implementation of information systems and primary data collection tools using XLS, Kobotoolbox and interaction dashboards in PowerBI
  • Demonstrated ability to critically evaluate data, identify errors and weaknesses, and conduct data cleaning and manipulation.

TRANSVERSAL SKILLS

  • Good communication and interpersonal skills
  • Capacity to work on tight deadlines
  • Experience working in consortia is appreciated.

LANGUAGES

  • Fluency in written and oral English is mandatory
  • Arabic is an asset
  • French is a definite asset

SI WILL OFFER YOU

A salaried position:

According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750 paid in local currency.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Awaiting for Sudanese visas, the coordination team is based in N’Djamena, where conditions are comfortable. The guest house and office will be separated, with hot water, air conditioning, TV, Internet and electricity. The city of N’Djamena offers a wide range of leisure facilities (gyms, bars, restaurants, cultural institute, riverside walks, etc.) and a large expatriate community.

The coordination team is supposed to regularly visit the Adre base (and possibly go to Geneina, in Darfur). The GH is in good standard, possible shared rooms , fluctuant internet connexion, solar panels and running water point. Social life is limited to contact with other NGO staff (MSF, NRC, HI). Curfew at 10pm. Access to local food.

SECURITY:

When obtaining visas for Sudan, SI will have to deal with numerous security constraints. Access is still under negotiation, and some areas are still closed. Travel in eastern Sudan is subject to numerous administrative impediments. In Darfur, the situation is highly unstable, with cross-border operations underway in Geneina.
