JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in the Joint Operations Centre in Goma. The Joint Operations Officer reports directly to the Chief of the Section and is responsible for integrated situational awareness, crisis management and operational coordination. Within limits of delegated authority, and under the supervision of the Section Chief, the Joint Operations Officer will serve as the Deputy of the JOC. S/he is responsible for the coordination, and supervision of the responsibilities and services provided by the JOC, including the management of an integrated team comprising staff from across the mission, including military, police, and security components.
Responsibilities
Under the authority of the Chief JOC, the Joint Operations Officer will be responsible for the following duties: 1. Monitoring and reporting: • Ensures JOC staff members receive guidance and directives for the collection of information and maintains relations with stakeholders; • Reviews and ensures the processing and timely dissemination of integrated reports (including daily and weekly situation reports) within the Mission and to Headquarters about significant developments in the country and region. • Reviews and sends incident (“flash”) reports about important, urgent events and new developments affecting the UN mandate implementation and peace and stability in the country. • Drafts or oversees the preparation of specialized reports, code cables and official emails. • Supervises and reviews the drafting and reporting products of other staff members and may fulfil the role of the Chief JOC in his/her absence. • Manages databases of operational reports and SAGE, accessible by, and for the use of, integrated mission components. • Manages the exchange of operational information with external partners, including members of the diplomatic community, humanitarian and civil society partners. 2. Crisis management support: • Ensures that the mission and key actors (Crisis Management Team members, JOC staff, etc.) are prepared for crises, familiar with the procedures and that standard operating procedures and other guidance are up to date. • Under the supervision of JOC leadership and the Mission Chief of Staff, organizes crisis management meetings within the Mission and with UN Headquarters. • Oversees JOC support to crisis management meetings (secretariat support, presentations, talking points if required, liaison with technicians and facilities management). • Liaises regularly with the Mission components, Mission Support and the UN Country Team (UNCT) to provide timely information during a crisis. 3. Operational Coordination: • Supports the organization of operational coordination meetings, as required, liaising with Mission components, Mission Support, and the UNCT and monitoring the implementation of decisions. • Supports regular operational coordination mechanisms (e.g. flight and special flight requests). • Liaises with Mission sections, Mission Support, and the UNCT to help coordinate operations. • Collaborates with the Joint Mission Analysis Centre (JMAC), Security Operations Centre (SOC), Police Operations Centre (POC), Military Operations Centre (MOC) and Mission Support Centre (MSC). • Supports the Protection of Civilians unit in the drafting/revision of reports/presentations based on the JOC database. • Supports the Mission’s Organizational Resilience Management System (ORMS). 4. Information and communications hub: • Supports the facilitation of contact between Mission Leadership and Headquarters and other actors. • Ensures an up-to-date database of contact details for key personnel is maintained in the JOC. 5. Assists the Chief JOC with management, including: • Oversees recruitment, training and management of operations officers; produces duty rosters, as necessary; and oversees budget submissions, as required; and maintains relations with the Mission’s components, sectors, regional offices and the UN Headquarters. • Supports development of mission-level SOPs, tools and templates (for reporting, crisis management, communications, etc., reflecting DPO policy and guidance) and ensures their implementation (including through training and evaluation). • Prepares and provides briefings for senior management meetings, high-level delegations, diplomatic corps and other products as instructed by Senior Leadership. • Acts as OiC Chief JOC, as required. 6. Performs other tasks as required by the Chief JOC or the Mission Chief of Staff.

Education
Advanced university degree (Master’s or Doctorate degree, or equivalent) in political science, social sciences, international relations, or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in political or international affairs, crisis operations and management, or related fields, is required. Extensive experience drafting political documents and briefing senior officials is required. Relevant professional experience managing a team or an office is required. At least two (2) years of experience working in or in support of a field operation of the UN Common System or a comparable international organization working on political, security or mandate-related issues within the geographical region of operations is required Experience working in a Situation Centre, Joint Operations Centre, or a similar 24/7 operational environment in an integrated civilian-military-police environment and in a conflict or post- conflict situation in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable Experience gathering and analyzing data and information and preparing visualizations using innovative and enterprise technology, including the Situational Awareness Geospatial Enterprise (SAGE), is desirable Experience with the Organisational Resilience Management System (ORMS) is desirable
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of French is desirable
