Job Summary:

Position Summary:

Under the direction of the Senior Technical Officer, the Technical Officer organizes, implements, coordinates, and supervises HIV/AIDS activities implemented by the EpiC Malawi sub-recipient addressing key populations (Fisher folks, Female Sex workers, MSM, MSW, Transgender (TG) persons, PWID, and other vulnerable populations).

Key Responsibilities:

  • Provide technical leadership in developing strategies and interventions to improve the quality and responsiveness of HIV prevention programming and service delivery for Key population (KP) and priority population (PP).
  • Provide technical assistance and mentorship to other project team members and facilitate technical capacity assessments in efficacious, evidence-based HIV prevention for KP and PP
  • Identify and map different categories of KPs and PP in the targeted geographic areas in the county and work with STOs/TOs to set up integrated DICEs as guided by annual plans
  • Expand and improve testing services for KP and PP using targeted outreach strategies as per the national guidelines
  • Establish routine monitoring and surveillance systems, including QuickRes, in KPs to demonstrate program effectiveness and inform program improvement over time.
  • Take the lead in training health care workers, first-line responders, and KP Local Implementing Partner staff on LIVES to equip them with skills to respond appropriately to GBV survivors
  • Take the lead in training implementing partners’ peer educators and navigators in microplanning to equip them with skills to manage hotspots, safe spaces, and data capturing and reporting
  • Facilitate problem-solving and action planning within the project to address critical challenges and barriers to improving HIV prevention programming and service delivery to key populations.
  • Prepare all required reports related to KP and GBV activities, including periodic progress reports and donor reports, as appropriate.
  • Maintain collaboration with donors and other organizations engaged in HIV services, including prevention, care, and treatment for KP and PP
  • Any other duties assigned

Education and Experience:

  • BS/BA Degree in social sciences /Public health or related field
  • Minimum of 3 – 5 years’ experience in providing technical leadership in HIV Prevention, KP, and GBV services at the national or regional level or
  • MS/MA/MPH in social studies/Community Health or related field with 3-5 years of relevant work experience will be an added advantage

Qualifications and Skills:

  • At least three years’ experience in HIV programs targeting the identification, linkage, and HIV care, treatment and support services, and GBV for KP/PP
  • HIV/AIDS-related training, specifically in HIV prevention and evidence-informed behavior change communication for KP/PP
  • GBV and LIVES training and experience working with the legal, law enforcement, and community gatekeepers to protect the rights of KP/PP and other vulnerable populations.
  • Must understand PEPFAR /USAID/ GoM Technical guidance requirements for HIV Programming for Key Populations
  • Demonstrates understanding of national policies, strategies, and guidelines, especially for KP/PP HIV programming and GBV prevention and response services
  • Strong interpersonal skills: ability to build partnerships and consensus within teams and with other stakeholders
  • Good organizational and written/verbal communication skills

Travel requirements:

  • 30% local travel to implementation districts and sub-recipients’ offices
