TITLE: MEAL Assistant
TEAM/PROGRAMME: Programme Implementation LOCATION: Hpa-an, Mon/Kayin Area

CHILD SAFEGUARDING
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE
To perform day to day information management and provide quality data and statistical analysis and other information to support management decision making within SIDA-RRM (Rapid Response Mechanism) programme implemented in Myawaddy, Kayin States. The MEAL Assistant will support the process of ensuring quality programme delivery by project team and maintenance of high professional standards on programme implementation. The Candidate is expected to have technical knowledge of best practices in Information Management, visualization and sharing for decision making and reporting. Under close technical guidance of the Area MEAL Coordinator and administrative support of the Area Program Manager, the MEAL Assistant will ensure proper Information Management protocols are implemented by project team, and at the township office for the programme.

KEY AREAS OF ACCOUNTABILITY
Programme Information Management System
o To accurately enter data captured in the established Information Management System and provide data and information in response to requests from internal and external parties on a timely manner with the approval of Area Program Manager.
o Consolidate timely collection of data for SIDA-RRM project activities and against output indicators on a monthly basis to meet agreed deadlines
o Crosscheck to ensure that data being collected reflects the log frame indicators of the SIDA-RRM project and report discrepancies to the Area MEAL Coordinator and Area Program Manager
o Under the overall guidance of the programme team conduct initial data analysis for proper monitoring and update of Indicator Performance Tracking Table (IPTT)/Output Tracker and overall reporting of activities indicators against set targets
o To conduct regular data quality checks to ensure information collected as part of documentation and monitoring is accurate, reliable, complete, precise, timely and has high integrity.
o Assist Programme team in tracking and updating feedback and complaints database
o Under the support of Area MEAL Coordinator, ensure all necessary information is collected and properly recorded in the agreed Information Management System
o Compile the monthly reports and consolidate into the Information Management System and produce overall combined report with technical support from Area MEAL Coordinator on a monthly basis to the Area Programme Manager
o Perform data quality checks and data screening and undertake validation of the reports with source documents on a regular basis
o Ensure filing , documenting and maintaining both soft and hard copies of all monitoring forms and data
o To maintain confidentiality and observe data protection of both paper and electronic data at all stages of data management and that child protection protocols are observed. This includes informed consent of use of data and privacy.
o Assist Area MEAL Coordinator in data verification processes to ensure data quality and producing monthly reports
o Undertake regular fieldvisits to programme areas to learn programme services for improving the quality of data with approval from supervisor.
o Support and assist Area MEAL Coordinator in post-distribution monitoring(PDM) data collection, generating report and collect feedback from PDM.
Accountability: FRM information management
o Ensure programme team have standard FRM forms/tools for documenting complaints and feedback on an ongoing basis during project implementation.
o Enter filled FRM forms data for all types of complaints in the FRM database and share with accountability focal point person on a monthly basis
o maintain complaints and feedback database of all types of complaints, for the project for project area, including tracking progress against actions identified
o Work with program team to ensure information relating to Save the Children and our activities is shared widely within communities in which we are working and provide for their participation and feedback in line with relevant guidelines and frameworks.
Child Safeguarding Responsibilities
o Ensure the project activities not to harm to children and to plan and design properly for the safe of children
o To draw plan and initiative ways for the inclusion of children in project activities
o To receive and response feedback from the children and to address their feedback timely.
o Support the process of ensuring that child safeguarding and child protection mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators
o Support the process of piloting and scaling up local level beneficiary complaints’ mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation of women and children

PERSON SPECIFICATION
• Bachelor’s Degree in Social / Development Sciences, Information Technology or other related subjects
• Excellent personal and organisational skills, including time management and the ability to meet deadlines and work under pressure
• Willingness to travel and work in difficult environments according to travel requirements
• Ability to work collaboratively with colleagues across the organisation, developing effective working relationships that deliver outstanding results for children.
• Understanding of Local context and Local Language are preferable.
