TITLE: Lead of Programme for Child Friendly Justice Programme
TEAM/PROGRAMME: Programme Implementation
LOCATION: Kunming
GRADE: 3
CONTRACT TYPE: National only
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Lead of Programme for Child Friendly Justice (CFJ) program will lead programme team in perspectives of CFJ programme mapping, development, planning, quality implementation, budget control, risk control, human resource planning, etc. Lead the strategic development of the Child Friendly Justice programme on integrated child development and cross theme pilots. Establish the high performance team. Promote organization values, principles, working experiences to county/district, provincial, national level through various networking activities. Ensure donor compliance and transparency are fully adapted and accomplished.

External Representation:
Interpersonal contact regular and varied in both oral and written forms. Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community.
Travel:
Frequent (over 6 days per month)
Challenging working environment when travelling to the project sites.
KEY AREAS OF ACCOUNTABILITY:
Accountable for:
programme management set-up including:
- Coordinate across thematic programmes for integrated delivery mechanisms.
- Organise community information-sharing activities.
- Development of project plans (detail implementation plan, procurement plan, MEAL plan, budget phasing, etc)
Implementation:
- Manage resources (human and other) to meet project objectives
- Assess the relevance of the project scope and adapt where applicable
- Analyse value for money or cost-effectiveness
- Manage donor amendments and ensure that agreement details are updated
- Track donor reporting timelines, produce donor financial and narrative reports and ensure coherence between financial and narrative donor reports
- Conduct close-out meetings.
Partnership Management:
- Support partners to develop capacity-strengthening plans and provide training and monitoring accordingly.
- Managing sub-awards including draw up a contract/memorandum of understanding, kick-off meeting with partner, monitor risk and financial and operational compliance, verify partner reports through monitoring visits to partners in the field and conduct contract close-out.
Responsible for:
Programme portfolio:
- Support the County Office Country Strategy Plan (CSP) development and programme design and advocacy of programme.
- Identify funding gaps and support fund raising initiatives.
- Maintain oversight of multi-location awards
- Integrate different sub-thematic activities within a thematic programme.
Programme learning :
- Lead the strategic development of CFJ programme on integrated child development and cross theme pilots.
- Develop and implement learning plans (learning questions, methods and tools, regular activities).
- Develop a risk assessment and mitigation plan.
Proposal development and set-up:
- Conduct an award risk assessment.
- Conduct a value for money assessment.
- Lead the process of develop annual, quarterly, monthly, and weekly implementation plans (DIP, procurement plan, recruitment plan, MEAL plan, budget phasing, etc), equivalent to PRIME system management.
Implementation:
- Work as the budget holder for CFJ program awards and hold accountable responsibility to CFJ program awards KPIs.
- Lead the implementation of annual, quarterly, monthly, and weekly implementation plans and timely review, tracking the activity progress for CFJ programme.
- Manage resources (human and other) to meet project objectives.
- Lead the networking, coordination, and management of stakeholders in CFJ programme at provincial and national level.
- Identify and manage risks, challenges, constrains and opportunities in national and regional level, including security issues.
- Assess the relevance of the project scope and adapt where applicable.
- Plan project closure and transition.
Monitoring:
- Analysis value for money or cost-effectiveness.
- Conduct regular field monitoring.
Donor compliance:
- Responsible for CFJ donor relationship exploring and maintenance.
- Support internal communications across SCI.
- Ensure compliance with donor requirements.
- Produce donor narrative and financial reports and ensure the coherence between financial and narrative donor reports.
Partnership Management:
- Represent SCI to interpret organizational values, principles and working experiences in high-level networking activities and to high-level partners, actively contribution to CO’s localization road map.
- Communicate effectively at a high level with a range of appropriate styles for different audiences, in Chinese and English.
- Ensure that the partnerships component of the Theory of Change informs the country strategy and delivery approaches.
- Develop, train, and advise staff on partnership approach, processes, and tools.
- Coordinate cross-functional partnership processes and meetings.
- Coordinate the interface and relationships between partners and country office staff.
- Conduct partner scoping, assessment, due diligence, and selection.
- Conduct regular partner review meetings and monitor partners’ programme delivery.
- Coordinate partner involvement in the project management cycle (design, activity planning, review).
Manage risk, control and compliance:
- Conduct situational/context safety and security analysis and determine acceptance levels.
- Develop security risk assessment and mitigation processes and procedures.
- Manage, report and analyse incidents including harassment incidents.
- Liaise and network with other agencies (formal and informal).
- Ensure compliance with SCI safety and security risk management policy and essential standards.
- Oversee, implement and integrate CSG policies and procedures across all functions (staff, partners, service providers and visitors)
- Ensure compliance with all CSG standards as set out in the Quality Framework and consistent with established CSG key performance indicators (KPIs)
- Establish CSG systems (awareness-raising, monitoring, reporting, response and engagement)
- Manage and follow up CSG incidents
- Ensure there is an adequate CSG team structure (roles and responsibilities, focal points)
- Conduct and document staff, partner and contractor CSG awareness and training
People management:
- Apply and adopt manging people in SCI style in people management.
- Establish high performance team, provide clear strategic direction, support, motivation, and opportunities for staff development.
- Ensure the provision of appropriate mentoring and on job training for team members.
Others:
- An understanding of and commitment to, the aims of SC as an organization working for social change and active in the promotion of the rights of the child.
- Perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team and Save the Children China Programme.

QUALIFICATIONS
• Bachelor Degree in management, protection, humanitarian, education, finance, social science, health and nutrition or equivalent fields. Master degree is desirable.
EXPERIENCE AND SKILLS
Essential:
- At least 6 years’ experience in program implementation, and 3 years of management experience;
- Excellent English communication skills, both written and verbal;
- Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
- Willingness to travel to field offices and work in difficult environments according to travel requirements;
- Excellent people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas;
- Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children;
- Commitment to and understanding of Save the Children’s aims, values and principles;
