JOB DESCRIPTION

The role is specifically oriented towards the field implementation of emergency Shelter, WASH and CONSTRUCTION. Additionally, the staff is expected to coordinate on the shelter and CONSTRUCTION rapid response, in collaboration with CVA and CP teams. The Program Coordinator and Head of Programs is a key enabler of integrated programming, and lead the planning and implementation follow up to support referrals from other projects and sectors. A large scope of the position is shelter repairs, which will be implemented in close collaboration with the Education team.

KEY AREAS OF ACCOUNTABILITY:

Programme Start-up

  • Coordination of program start-up and kick-off, including rapid staff hiring and induction, procurement and implementation planning, and partner identification if required of multiple projects within a sector, possibly across multiple project sites.

Programme Design, Management and Implementation

  • Scale up sector response, coordinating multiple grants across the sector, ensuring that projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget and with risks identified and appropriately mitigated.
  • Support Shelter construction and WASH TAs to develop and implement strategies in shelter, WASH and CONSTRUCTION programme in alignment with Shelter and WASH Clusters, including geographical and technical areas of work in consultation with the other active sectors of SC
  • Keep trackers with project implementation information and documentation updated
  • Support needs assessment for beneficiary immediate needs, Collective Centre /Transitional Centre facility assessment and provide design guidance as to infrastructure rehabilitation to ensure safe shelter, schools, health facilities, children care centres, etc.
  • Ensure harmonised shelter, WASH and CONSTRUCTION support within the interagency-Cluster level response, to households including cash or relief items, kits and tools based on beneficiary/partner consultations and with guidance from programme logistics support
  • Ensure effective targeting of response to education, health and collective centres to ensure the technical quality of any repair, reconstruction or improvements planned, in accordance with SCI Construction Policy and Standards
  • Ensure programmes accountability through implementation of SC policies and procedures and reporting in line with SC and donor requirements including programme quality monitoring and evaluation
  • Provide oversight for the distribution of programme materials including the set-up process for distribution sites, ensuring that distributions are carried out in a timely and efficient manner and that the sites selected for distribution are safe and accessible for the beneficiaries, included the ones at risk of exclusion
  • Ensure integration of essential non-technical shelter component not limited to Gender & Disability inclusion, MHPSS, Health and Safety, and other components seen relevant.
  • Oversee monthly monitoring and reporting on all award management aspects: phased budget and actual expenses analysis, work-plan progress and updating, develop DIPs, cash request, kick off awards, risk analysis, Awards plannings, procurement plan revision, data collection and analysis and monitoring of indicators.
  • Work with the relevant sector TA to ensure program by following quality benchmarks, integration and ensure adherence to humanitarian sector standards.
  • Working closely with the Monitoring & Evaluation team put in place a sector MEAL plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. Update MEAL, Shelter and WASH relevant trackers.
  • Coordination for timely activity level reporting internally for MEAL to update IPTT
  • Identify programme supply needs and coordinate with the supply chain team to put in place a sensible phased procurement plan and ensure delivery of quality program inputs.
  • Coordinate or support comprehensive needs assessments to identify gaps, vulnerabilities, and priority areas for intervention related to shelter, water supply, sanitation, hygiene promotion, and NFI distribution.
  • Work with TA who will support in technical guidance and support to program staff and partners on Shelter, WASH, NFI and CONSTRUCTION interventions, ensuring adherence to technical standards, best practices, and quality benchmarks.
  • Conduct regular field visits and technical assessments to monitor program implementation, identify challenges, and provide hands-on support to field teams in resolving technical issues and ensuring program quality.
  • Together with Head of Programs, provide overall leadership, strategic direction, and management oversight for the Shelter, WASH, and CONSTRUCTION programs, ensuring alignment with organizational goals, donor requirements, and humanitarian standards.
  • Ensure effective guidance and support is provided to partners, and that proper workplans are in place and regularly monitored.
  • Contribute to proposals, sector response plans with lessons learned and activity based costing
  • Uphold and put in place safeguarding framework (CSG, PSEA, anti-bullying and harassment) within their team. Ensure health and safety of the broader Shelter, WASH and CONSTRUCTION team, through respect of any programme security policies developed or in place

Coordination

  • Represent SC in various coordination platforms, enhancing the organization’s profile
  • Speak out for the needs and rights of children
  • Lead at area level the coordination of SC’s CONSTRUCTION activities with other humanitarian actors (UN, INGOs, CSO, NGO) and Local Authorities
  • De-duplicate all assistance where possible
  • Support the TA and MEAL with timely activity level reporting to Clusters

Finance

  • Ensure accurate forecasting and meeting spending targets through frequent follow up and adaptive management
  • Support sectoral cash implementation with planning, tracking and payment follow up
  • Coordinate the BvA review for relevant activities with clear updates, raising bottlenecks and propose solutions in a timely manner
  • Review and sign off on partner financial reports and ensure accurate program equipement and asset trackers are reviewed and shared with relevant departments on a monthly basis
  • Coordinate on PAA development for partners and ensure internal standards are followed
  • Submit timely monthly cash request and take needed action when liquidity is a concern
  • Work closely with colleagues at the Field Offices to maintain an accurate and timely budget analysis of the awards detailed oversight of forecasting and financial performance, to support and ensure Award components forecast effectively
  • Contribute to financial reporting verification to ensure accurate reports

Reporting

  • Provide timely and comprehensive contribution into inception, monthly, quarterly, and final reports as per donor requirements.
  • Review partner reports and follow up with MEAL team if there are discrepancies in the IPTTs
  • Provide continuous feedback on Project status and contextual changes to the SCI team, immediate and wider working contacts such as HoP, AD, CVA & FSL TA CVA & FSL PC

HR

  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Together with other sectors, identify sector-integrated capacity building opportunities
  • Line manage project staff, ensuring clear objectives are in place and staff performance is managed effectively in line with the D2P procedures.

General

  • Comply with all Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure the security, health and well-being of staff and that staff management and other processes and policies and systems reflect SCA’s principles of equity and fairness.

QUALIFICATIONS and EXPERIENCE:

  • Education: Bachelor’s or Master’s degree in Civil, Architecture, water Engineering or relevant education background.
  • Additional certifications or specialized training in humanitarian assistance, project management, or relevant technical areas (such as shelter construction, water and sanitation engineering) are desirable.
  • Minimum of 3 years of progressively responsible experience in humanitarian assistance, emergency response, or development programs, with demonstrated focus on Shelter, WASH, and CONSTRUCTION interventions.
  • Proven track record in project management, including design, implementation, monitoring, and evaluation of complex programs in challenging environments, preferably within the humanitarian sector.
  • Familiarity with donor regulations and compliance requirements.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job. Commitment to Save the Children Child Safeguarding policy.
  • First phase experience leading rapid setup of emergency response programs, with multiple projects being started and implemented simultaneously.
  • Knowledge and experience of having managed programs in CONSTRUCTIONs, Cash and Shelter.
  • Leadership qualities, motivational skills, mentoring ability; proven experience hiring and on-boarding a team in a first phase response.
  • Knowledge of effective financial and budgetary controls; proven ability to manage large and/or concurrent budgets.
  • Excellent interpersonal, communication and presentation skills
  • Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
  • Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
