JOB DESCRIPTION

The 2022–2026 Unified Budget, Results and Accountability Framework (UBRAF), provides the operational framework for the contribution of the Joint United Nations Programme on HIV/AIDS (UNAIDS) to the implementation of the Global AIDS Strategy 2021–2026.

The 2022–2026 UBRAF sets out the overall strategic directions and expected results of the Joint Programme as it leverages its unique power, capacities and comparative advantages, using an inequalities lens, to support countries and communities to close gaps against the global AIDS targets by 2025 and towards reaching SDG target of ending AIDS by 2030

The Joint UN Plan on AIDS in India reflects the collective contribution of the country Joint UN Teams on AIDS – through joint and individual work to the national HIV response.

In close consultation with NACO in November 2023, a list of 10 priority states within India were suggested as potential geographic priority areas for the UBRAF, where additional capacity and support were required. The UN Joint Team on AIDS through a prioritization process further refined and identified 4 states where the UN has a presence/coverage and support would be possible starting 2024, which include Assam and Tripura for intensified support in addition to the other States in the Northeast region.

UNAIDS India is seeking a dynamic and experienced UN Volunteer to support its operations in the Northeast (NE) region of India. The UN Volunteer will play a pivotal role in facilitating the UN Joint Team in functioning in NE states through strategic advocacy and partnerships with local government entities, political leaders, and other stakeholders. Key responsibilities include strengthening partnerships with the state government, identifying opportunities for UN support in the region, and facilitating the provision of technical assistance in priority areas. The UN Volunteer will have to identify opportunities for a multisectoral response, engaging with policymakers including senior government officials and politicians to garner stronger support for UNAIDS initiatives.

This position offers a unique opportunity to drive impactful change in the NE region by leveraging partnerships, advocating for policy support, and ensuring effective coordination among stakeholders to advance the HIV and AIDS response.

Under the supervision of Community Support Adviser UNAIDS India, the UN Volunteer will undertake the following functions:

1) Facilitate Partnership:
(i) Advocate for and establish partnerships with local government entities, politi-cal leaders, and other stakeholders to enhance joint UN functioning in North-east states.
(ii) Strengthen partnerships with organizations such as the Northeast Council and the Department of Development of North Eastern Region (DoNER).

2) Identify and Facilitate Technical Assistance:
(i) Identify gap areas where the UNAIDS co-sponsors can provide support to the states in the Northeast.
(ii) Facilitate and coordinate the provision of technical assistance in the identified areas to enhance capacity and address challenges.

3) Promote Multisectoral Response:
(i) Identify opportunities for implementing a multisectoral response/approach to address HIV/AIDS and related issues in the Northeast.
(ii) Advocate for and facilitate the implementation of multisectoral initiatives to improve outcomes in the region.

4) Engagement with Policymakers:
(i) Engage with policymakers, including senior government officials and politi-cians, to garner stronger support for UNAIDS initiatives and HIV/AIDS re-sponse efforts in the Northeast.
(ii) Advocate for policies and programs that promote the rights and well-being of people living with HIV/AIDS in the region.

5) Mapping of CSOs/CBOs:
(i) Conduct a comprehensive mapping exercise to identify and assess the main Civil Society Organizations (CSOs) and Community-Based Organizations (CBOs) operating in select states in the Northeast.
(ii) Evaluate partners’ responses and capacities to effectively address HIV/AIDS and related issues in the region.

6) Support for Collaboration and Coordination:
(i) Provide support to CSOs and CBOs engaged by UNAIDS and the Joint Team to facilitate closer collaboration and coordination among stakeholders.
(ii) Strengthen partnerships and networking opportunities to enhance the effec-tiveness of HIV/AIDS response efforts in the Northeast.

The expected deliverables includes:
• Report from the 2 multisectoral meetings along with action points and follow up plan
• Report from the FBO consultation and the two meetings during the year.
• Report on FBO engagement and participation in the HIV response.
• Report on implementation of the Communication strategy which is to be rolled out on World AIDS day.
• Report on the World AIDS Day activities implemented in Mizoram and action points for future. in partnership with SACS.
• Monthly report on CBO engagement in the HIV response, progress with CLM monitoring
• Submit the final implementation report at the end of the contract.

the relevant field. Experience in the Northeast states will be an added advantage.
• Demonstrable experience and skills in communication and work with national and in-ternational organizations.
• Demonstrable excellency in analytical, social research communication skills.
• Ability to work independently on components of assignments.
• Language Requirements: Fluent in both English and Hindi. Mizo language will be an added advantage.

Guwahati is the capital of Assam State. The gateway to the northeast and the largest and most cosmopolitan city in the region, Guwahati serves as the starting block for most Northeast itineraries. There is its culturalism and diversity to make it a wonderful place to live, but then there is also the cost of living which as UNV need to maintain.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Guwahati. National UN Volunteers are part of the malicious insurance plan.

National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents – except for UN Community Volunteers), as well as final repatriation (if applicable).
