The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighbouring countries; and devastating destruction of infrastructure. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible.
UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs.
Responding to the challenges posed by the full-scale war, the United Nations Development Programme (UNDP) in Ukraine is supporting national authorities in Ukraine to conduct recovery planning and implementation based on verifiable evidence and quantitative data. UNDP project ‘Strengthening Evidence-Based Recovery in Ukraine’ (Project) aims to address emerging needs for enhanced data-driven recovery planning identified through continuous consultations with national and local stakeholders and international community members. The Project will leverage the comprehensive data collected during its initiation phase, including digital maps from the building damage assessment (BDA), satellite imagery, and orthophoto plans. This data will be used to enhance resilience and efficiency in recovery and development through a collaborative, multi-faceted approach that includes further investment in capacity development for data handling, digital literacy, and geospatial analysis for the target community members and partners, i.e., local, regional and national authorities as appropriate.
The Project also emphasizes the establishment of systematic and gender and disability-disaggregated data, wherever applicable, as well as collection methods to enhance local service delivery, planning, and monitoring for targeted communities. To ensure sustainability and national ownership, the Project will facilitate the establishment of a Knowledge Recovery and Replication (RKR) Hub to support communities in adopting digital tools, exchanging best practices, and conducting research on data usage for improved recovery processes.
A qualified Project Associate will join the Project team under the overall supervision of the Project Manager and direct supervision of the Project Officer, and in close collaboration with all the Project team members and the UNDP Country Office (CO) team, promoting a client-oriented approach, and compliance to UNDP rules and regulations.
The Project Associate will provide project management assistance to the Project Manager by supporting the effective implementation of operational, administrative, procurement, and financial processes. The incumbent is expected to exercise full compliance with the UNDP programming, financial, procurement, and administrative rules, regulations, policies and strategies, as well as implementation of effective internal control systems, and will be responsible for the following key tasks:
Financial Assistance to Project:
Provide support to daily management of the Project’s financial operations, adhering to UNDP rules and regulations and standard operating procedures (SOPs).
Assist in the formulation of budgets and prepare inputs for the Annual Work Plans (AWP).
Prepare and monitor the operations budget, assist in the Project budget preparation, and maintain necessary budgetary controls and records.
Assist in the timely revision of AWPs in close coordination with the UNDP Country Office.
Manage the process of payment requests, ensuring payments are within the Project budget limits and are accurate of the Chart of Accounts (COA).
Prepare accurate budget revisions and requests for financial authorization to the UNDP CO in line with the approved Project budget.
Monitor expenditures and provide financial reports and forecasts on a quarterly basis.
Implement an internal control system to ensure that purchase orders are prepared and dispatched accurately.
Learn processes and operations of the UNDP Quantum Platform.
Provide administrative support in the planning, execution and review of the Project financial reports on Quantum Platform.
Assist in the preparation and revision of the Project documents as needed.
Administrative Assistance in Project:
Liaise with UNDP CO on procurement, financial management, ICT and human resources issues.
Provide administrative support to facilitate the implementation of the Project activities, including personnel matters and attendance records.
Contribute to the Project’s annual and detailed implementation work plans, procurement plans, and report preparation based on UNDP and donor requirements.
Facilitate the Project recruitment and personnel management, ensuring timely preparation and submission of selection and contract extension documents.
Provide logistical support for the Project missions, including travel arrangements, accommodations, visas, and tickets.
Maintain the Project inventory and ensure compliance with UNDP regulations on equipment use, storage, maintenance, transfer, and disposal.
Manage stationery and office supplies, and oversee the purchase as needed.
Coordinate support with the ICT helpdesk.
Facilitate timely and proper documentation for the Project registration.
Assist with the translation and interpretation of the Project documents as needed.
Maintain the filing system of the Project.
Operations/Procurement:
Assist in the formulation of procurement plans.
Facilitate procurement and delivery of goods and services through tender/canvas processes, adhering to SOPs.
Create e-requisitions in Quantum Platform to initiate procurement processes, ensure the accuracy of COAs of the e-requisitions, follow up with senior management for approvals, and revise e-requisitions as necessary.
Support the organization of procurement processes, including drafting of the terms of reference (ToR), vendor creation and e-requisitions.
Organize events through Long-Term Agreement (LTA) companies and ensure proper evaluation of proposals received.
Communication Assistance
Handle the Project correspondence and support communication activities and events.
Ensure all the Project communications and training activities align with UNDP’s gender-responsive communication principles.
Facilitate Project-related training and learning activities.
Support to Other Activities of the Project
Support the preparation of analysis, infographics, and presentations on the Project budget planning, forecasting, and delivery.
Maintain the Project information calendar detailing events, trainings, missions, and consultancies.
Assist in meetings, draft minutes, prepare interview reports, and organize the reception of visitors.
Perform other tasks as requested by the hiring manager.

Desirable:
– Experience in Project cycle management in the public or private sector or international organizations.
– Possessing of basic knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks.
As it is a national UN Volunteer’s assignment, the UN volunteer shall organize his/her accommodation by themselves.
The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.
Entitlements of National UN Volunteer
Allowances:
• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies the respective hardship classification to duty stations in Ukraine.
• USD 400 entry lump sum, one-time payment.
Medical and life insurance:
• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date.
• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.
Leave entitlements:
• Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
• Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period.
• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
