Coordination and Strategic Realignment

• Coordinate the timely implementation and reporting of all WVSS WASH programs to enhance the visibility of WASH programs

• Support the implementation of IPC projects and encourage WASH focal persons’ participation in the State Task Force meetings.

• Ensure that WASH interventions are aligned with the WV partnership strategic direction, standards, child well-being outcomes, WASH technical approaches, and internationally recognized WASH standards in South Sudan.

• Participate in all WASH technical working groups and WASH cluster meetings and report back to the Director of Projects and Partnerships

• Ensure compliance with basic IPC principles at Primary Health Care levels, health facilities, and schools by ensuring safe waste disposal measures are observed.

• Coordinate with the WHO, UNICEF, Ministry of Health, Water and Sanitation, and WASH clusters on WASH emergencies, including IPC interventions.

WASH Construction Implementation Support

In collaboration with Project leads develop design plans, working drawings, and technical specifications, bills of quantities (BOQs) as per approved standards by the Ministry of Physical Infrastructure for all construction works outlined in WASH projects design Revised

• Prepare tender documents for purposes of soliciting bids/tenders from contractors for the said project.

• Follow up, inspect, and ensure project materials are delivered as per specified measurements at field level in a timely way, and make follow in case of delay in the delivery of WASH equipment/ materials.

• Coordinate the design, supervision, and certification of construction of any public health facilities, institutional latrines, and community water filters in collaboration with relevant government ministry’s technical departments.

• Coordinate hydrogeological survey, drilling, and equipping of boreholes.

Capacity Building

Build the capacity of the WASH staff on the WASH cluster mechanism and WVSS representation in various technical working groups, among donors, UN agencies, stakeholders, and relevant line ministries.

  • Support staff WASH capacity building training such as Drexel and DRI postgraduate Certificate programs.

• Support technically the training of WASH staff and community hygiene promoters on aspects of PHAST, CHAST CLTS, and other sanitation and hygiene models.

• Coordinate WASH staff capacity building in the zones and also conduct monthly WASH review meetings/ presentations.

-Staff management-update staffing/recruitment plan, Performance management. Staff leave management, LDR.

-Compliance-Security training, Safeguarding, ethics, and anti-corruption trainings.-Staff orientation, coaching, and mentorship.

WASH budget and targets management and controls

• Tracking WASH activity/works progress against payment and work plans, and controlling the quality of the final construction outputs as per donor and user community expectations.

• Support SCM in identifying suppliers/ contractors and proper management of supplies/contracts for project implementation.

• Liaise with the WVSS Grants unit in tracking project expenditure, and targets, reviewing financial reports and technical reports, and addressing queries related to expenditure promptly.

Capacity Building

Resource Acquisition and Management

  • Ensure WASH is adequately funded to achieve WASH Technical Programme outcomes.
  • Determine the WASH-related needs of the primary focus areas and funding deficit in collaboration with the Acquisition Team for focused WASH intervention.
  • Work with the Grants Acquisition team to preposition, establish donor linkages, and develop and market fundraising products (concept notes, proposals) to mobilize additional funding for the WASH technical program.
  • Manage WASH grants and PNSF projects to meet stakeholder’s requirements and project objectives.

Programme Effectiveness and Quality Assurance

  • Led WASH technical program integrated research and learning initiatives for generation of lessons learned and knowledge for enhanced WASH program effectiveness.
  • Manage quality implementation and monitoring of WASH technical programs and projects within scope, time, and budget.
  • Produce a consolidated annual/semi-annual National Report for the WASH Technical Programme for sharing with other stakeholders
  • Support the documentation and dissemination of WASH promising practices from WVSS for future programming.
  • Support the development of a data repository for the WASH technical program for better knowledge management and utilization.

• Coordinate review of the WASH Business Plan and capacity statement

• Submit 5Ws and 3Ws to the WASH cluster every month.

Required Education, training, license, registration, and certification.

  • Minimum qualification in B.Sc. in Civil Engineering or B.Sc. in Water and Environmental Engineering and M.Sc. in Civil and Environmental Engineering, Post Graduate Diploma project planning and management.
  • Minimum 7 years experience in infrastructure works or Water and/or Sanitation Project implementation. And 3 years experience in fragile context programming.
  • Experience in WASH IPC integration health facilities (Water-related diseases, EVD, and Cholera)
  • Experience supervising construction teams/ contractors in water supply and sanitation construction works.
  • Experience in conducting WASH assessments, including IRNA and MIRA
