CMU Context
 
The Government of Uzbekistan launched in 2017 an ambitious program of market-oriented reforms that are unprecedented in the country’s modern history. The new Government’s National Development Strategy for 2022-26 aims at transforming the country by further liberalizing the economy, reshaping the role of the state in the economy, modernizing the agriculture sector, strengthening governance, creating markets, including in the financial services, enabling private sector growth, investing in human capital, and improving social protection and service delivery for all citizens. The country’s reform momentum has also created new opportunities for regional cooperation in Central Asia, including in energy, transport, water, and economic connectivity.
 
The WBG program responds to the Government’s broadened reform agenda.  A new Country Partnership Framework (CPF) for FY22-26 was endorsed in May 2022 and supports Uzbekistan as it implements the next phase of reforms in its transition toward an inclusive and sustainable market economy and the achievement of the national development strategy twin goals of upper-middle-income status and poverty reduction by 2030.   The CPF focuses on 10 CPF objectives that will underpin 3 high-level objectives necessary to achieve Uzbekistan’s 2030 aspirations: increase private sector employment, improve human capital, and improve livelihoods and resilience through greener growth. The Uzbekistan portfolio comprises 28 projects with net commitments totaling $5.9B in Agriculture, Energy, Water, Urban Development, Transport, Education, Health, and Social Protection, and Macroeconomic Reforms. This makes the World Bank financed program in Uzbekistan one of the largest in the ECA region. Program implementation remains challenging and characterized by weak implementation capacity and complex country processing.  The World Bank’s analytical and advisory program has also scaled up considerably since the start of the reforms in Uzbekistan. Just-in-time knowledge and technical assistant activities are also numerous, responding to requests from a very active counterpart on different aspects of reforms. 
 
The Uzbekistan Office is part of the five-country Central Asia Country Unit (ECCCA) comprising a diverse set of countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The five countries cover an area of about 4 million km2 (slightly smaller than the European Union), inhabited by over 60 million people. The ECCCA regional hub in Almaty (Central Asia Regional Office – CARO) is led by a Regional Director who is responsible for the work program in all five country units.
 
 
Roles and Responsibilities
  • Provide transportation for official business for the Head of Office and other local and visiting WB staff as needed. 
  • Deliver official mail and other documents to government agencies, banks or clients and pick up documents as required.
  • Conduct daily pre-trip inspection of the vehicle and maintain the vehicle in a clean and tidy condition.
  • Maintain vehicle servicing and repairs with effective coordination and prior clearance of the dispatcher.
  • Maintain vehicle mileage logbook and timesheet on a timely basis.
  • Attend safe driving training arranged by the office.
  • Ensure periodic maintenance and repair needs of WB’s vehicles are performed; responsible for update of maintenance record is kept accordingly. 
  • Perform daily vehicle security check-up; ensure safe keeping of vehicle accessories (e.g. jack, first aid kit, spare tires, flashlight, etc.) and general cleanliness measures regularly. 
  • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in an accident. 
  • Support Country Office administrative functions when driver services are not needed including sorting and distributing incoming mail and faxes, photocopying, delivering urgent mail/messages, obtaining authorizations, shredding/disposing documents, handling courier services, filing documents and other office-related functions as needed. 
  • Assist and follow up of incoming shipments including customs clearances, as needed. 
  • Provide facility assistance responsibilities, when needed, including performing back-up duties during absence of Facilities Assistant. 
  • Provide any other relevant support to Country Office, as needed.

Selection Criteria

 

  • Have a high school above or equivalent diploma and be able to understand and communicate in simple conversational English. 
  • Have at least five years of experience as a professional driver, preferably with international organizations. 
  • Have excellent knowledge of Uzbekistan’s traffic rules and be extremely road safety conscious. 
  • Be able to work under pressure, be flexible with working hours and always punctual. 
  • Have good communication skills and polite manners. 
  • Be a committed team player able to work in a multi-cultural environment. 
  • Have mature judgment, strong integrity and sound ethical values. 
  • Be willing to work overtime when needed. 
  • Be able to maintain confidentiality and discretion. 
  • Must be medically fit for driving and pass a pre-employment medical examination arranged by the office.
Competencies
  • Ability to drive passengers safely to and from their destinations. 
  • Ability to identify shortest routes, keeping current with daily traffic constraints (protests, road works, etc.).
